I just thought that spot or area is an interesting place for a walk.

But rereading the news clip, I guess “walking along the north side of the monument” could mean the walker was up top?

I think the question is whether the dog walker actually walked up upon the site or did he/she see the remains from above? The reports don't seem to give enough information yet.

I suppose I should have been more thorough in my reply. I guess I was also replying to the question asked if the someone had been identified. I just replied on the last one. Apologies. 🙃

GERING, Neb. (News Channel Nebraska) - Law enforcement officials are investigating after human skeletal remains were found Friday on the north side of the Scotts Bluff National Monument property near Gering.

According to the Gering Police Department, officers were called to the area after someone walking along the north side of the monument discovered what appeared to be human bones. Officers confirmed the remains appeared to be human.

Authorities: Items belonging to Chance Englebert found with skeletal remains in Nebraska

NORTH PLATTE, Neb. (KNOP) - The Gering Police Department and multiple other agencies continue to investigate skeletal remains located Friday on the Scotts Bluff National Monument property.

The Scotts Bluff County Attorney’s Office said Thursday that Chance Englebert’s family confirmed the belongings found during searches were his. Englebert, a Wyoming man, went missing on July 6, 2019.
