Dog walker, KM, who has been named, didn’t see the remains. He saw the LE response and recovery people and vehicles, of which he took photos. To my knowledge, he has not said he found the remains.

GERING, Neb. (News Channel Nebraska) - Law enforcement officials are investigating after human skeletal remains were found Friday on the north side of the Scotts Bluff National Monument property near Gering.
According to the Gering Police Department, officers were called to the area after someone
walking along the north side of the monument discovered what appeared to be human bones. Officers confirmed the remains appeared to be human.
I’ve not read anything about the person walking on the north side of the monument being a dog walker.
I believe it is two different people.
