I don't think I've met a single parent who has taken their eyes off their children for ten or fifteen minutes. I've watched parents engaged in conversation at the park or looking at their phones while their children play out of their line of sight. How long does it take to scratch a lottery ticket? Mom & maternal grandparents have been involved with msm. I was responding to OP about paternal side of the family- and thinking of community as well- little to no engagement with msm there. LE says they believe someone within that community knows & may be afraid to come forward due to immigration status. Hence the “anonymous” tip lines (of which none are truly anonymous). So yes, I believe there is avoidance of LE & msm on this case. JmoThat would be my guess too. Are they avoiding LE, though?
CrimeStoppers. It’s well-established, nationwide, and trusted as an anonymous liaison between tipster & LE. Should have been set up from day two. ImoHow else should they ask people to submit tips?
