Let's think about this for a moment. A "high-ranking" parole officer knows the law AND knows the penalties connected with viewing child 


. Wouldn't that person get full permission and oversight from the Tech Unit prior to downloading child 


for research? Wouldn't a parole officer who needed this information attend approved training sessions on the subject?
