Records show that Fox was convicted of two sex crimes. The first was in Chautauqua County in 1993. Fox was convicted of third-degree rape of a 14-year-old girl and was sentenced to 18 months to 3 years in prison. Then in 2005, he was convicted of first-degree attempted rape and first-degree aggravated sex abuse of a 42-year-old Buffalo woman in Buffalo. He was sentenced to 15 years in prison.

Mull, 50, was last seen June 25, 2021, on Broadway while she was on her way to pick up her disability check. She was reported missing a few weeks later.

In a complaint filed in Buffalo City Court, Buffalo police accuse Fox of killing Mull at about 4 p.m. on or about June 25, 2021 at 31 Gorski St. The same court document also accuses Fox of killing Mull by beating and choking her at 436 Eggert Road
 
Mull’s body was found near the skeletal remains of another human body, according to official reports. It is unclear if the two deaths are connected.

The investigation into the other body is ongoing, said Keane. However, while the other body has been identified, Keane, declined to release the deceased’s information.
 
Richard Fox is now charged with a second count of second-degree murder. Mull's body was located in a remote area of Chautauqua County near an unidentified second body in 2021.

 
It is further alleged that on or about late June 2021, the defendant intentionally caused the death of a second female victim at another location in the City of Buffalo. The victim, 50-year-old Marquita Mull, was later reported missing by her family. On September 27, 2021, the victim’s body was found during the investigation into the skeletal remains recovered near the hiking trail in Chautauqua County.

Fox is scheduled to return on Wednesday, April 30, 2025, at 9:30 a.m. for a pre-trial conference. He remains held without bail
