Forgive me if I'm repeating anything already said.....
From my trained eye (working with exotic dancers all over the US) this Jane Doe could be a mix of Scotch-Irish ancestry and possibly Greek, Italian or Czech. She has the wide lower jaw of most Scotch Irish descended women. But the whole frame of her face would be typical of a woman of full Greek origin. Her petite build would fit in with any of these racial groups.
Keep in mind New York & the Northeast US is a racial mixing pot & in this Jane Doe's era inter-cultural marriages were common enough. She might have been the latch-key kid of a average family who ran off & no one cared enough to look around for her.
Also, if she was an unwanted foster kid on the East Coast honestly bumming around & streetwalking might have afforded her a better life than trying to make it in the city all alone. Better social connections, free drugs & a chance to travel until she found a place she liked enough to make a go of life there.
Just my thoughts. Her kind of transient woman was not uncommon where I grew up (1980s California.) She just seems like someone who was working through some hard luck OR trying to extricate herself from a lifestyle that wasn't going anywhere. It might have been a boyfriend that killed her.
