Jeremie Wilson has been the sheriff in Jefferson County, Oklahoma, since 2017 — and worked in law enforcement since 2005 and served in the military before that — and he says he’s never seen anything quite like the death of
19-year-old Noah Presgrove.
Wilson was one of the first authorities on the scene early on Sept. 4 after two 911 callers reported seeing Noah's body while driving down Highway 81 just outside of Terral, Oklahoma. [..]
Undersheriff Jimmy Williams was soon sent out; Sheriff Wilson joined him not long after, along with members of Terral’s volunteer fire department, who helped secure the scene. [..]
“What I saw from the very beginning, I personally did not believe this was a hit-and-run,” Wilson, the Jefferson County sheriff, said in an interview, while also making clear that he was speaking only in his capacity as a first responder in September because the state immediately assumed jurisdiction, given that the death was reported on the highway.
What Wilson saw that morning was this, he says: Noah was naked and on his back, with “a couple of teeth laying next to his body.”
According to his autopsy, he wore only a pair of mismatched shoes, and a pair of white printed shorts were nearby that showed no "observable damage."
“There was blood on the scene, but not as much as there should have been, let me put it that way,” Wilson says. “Even if you were hit by a passenger car by highway speeds that night … there should have been a lot more blood.”

The state of Noah’s body is still the subject of many of his family’s most urgent and unanswered questions.
Naked, Noah wore only mismatched shoes: an Adidas on his left and a Hey Dudes on his right, per the autopsy report. “Debris and grass” were stuck in the laces of each, with more in the left shoe.
A silver-plated chain necklace from Noah’s grandmother lay scattered in pieces not far away, near remnants of a tooth.
His undamaged shorts were first seen about 30 yards away.

“The report answers some questions but also raises many more,” Dailen told PEOPLE after reviewing the report. "I'm at a loss of words." [..]
In Noah’s case, the medical examiner has said that the 19-year-old died from “
multiple blunt force injuries." How Noah became injured in the first place, however, remains “unknown.”
Included in the autopsy report are toxicology tests, Those tests appeared clean, with no amphetamine, methamphetamine, fentanyl, cocaine, opiates, PCP, barbiturates, or benzodiazepines detected in his system. (The panel of tests are not designed to detect other drugs like oxycodone, methadone or clonazepam.)
Alcohol was found in Noah's system, although it’s unclear what effect, if any, that had in the circumstances surrounding his death.
“At this time, what transpired on how the body was found on the road having multiple blunt force injuries is unknown,” medical examiner Leonardo Roquero wrote in the autopsy report. “Therefore, the manner of death is deemed undetermined.”
ETA: I'm not sure of the where or why but there seems to be much emphasis here on Noah's shorts being found "folded on the road." I don't believe this came from first responders but perhaps from local Jack Newton who alleged the shorts belonged to him, and that he was Noah's best friend.
Sheriff Wilson cited Newton and his father Caleb as locals who were at the scene along with members of OK Highway Patrol and Firefighters. Newton further described to PEOPLE that he basically stumbled upon the scene that morning when he was heading fishing, and stopped when he saw a semi-truck stopped on the roadway with headlights shining on Noah.
