They have been trying to negotiate a deal where when Fiore arrives, and the FBI lets her in, they will agree to put down their weapons and walk out with her. Not sure the FBI is agreeing to that idea. But, Fiore is on her way there now, anyhow.

The FBI needs to end this on their timetable, not Fiore's. Fiore is not neutral even though she's an assemblywoman, and she's not from Oregon, and probably not any of their representatives...
