Circumstances of Discovery: Sparse skeletal remains were discovered in Clackamas County near Mt. Hood in Oregon.
Notes: Due to research on the Seiberling boot brand and a comparison to the boots found with the decedent, it may be possible that the boots are from the 1930's or 1940's. The manufacturing of these particular boots with this brand name ended in 1965, suggesting this person had been deceased for possibly decades.

The Martin family case is so complicated that I would say it could be possible, but I'd expect if this were Kenneth then these remains probably would not have had personal hygiene affects (toothpaste, toothbrush, razor...) found with them and I'd have expected a bullet, since the only hypothesis surrounding their case I can think of where Kenneth would be dead but not in the river after the car supposedly went over the cliff in The Dalles would be if the ex-cons shot him with the gun that was found (which police suspect was stolen by another Martin family member and then possibly stolen by the ex-cons - it was located covered in blood near the other car the ex-cons stole). They'd have had to have driven him all the way to Mt Hood and then back up to Hood River where they ditched the car and gun - Mt Hood is an hour south of Hood River, one way. Worth submitting to get it ruled out but I wouldn't really expect this to be him.

I would think since they are both in Namus that they've got to have already compared the UID against Peter Bancarz, but I'm not finding a whole lot of additional information on him or his case either so who knows. Went missing in 1966, same height, falls within the age estimate.

Looking at the belt and boots in post #1, I'd say that the boots look like 1940s style, and the belt seems to be from the 1930s or even earlier.

The belt buckle looks handmade, and the whole belt looks handcrafted. The boots look potentially like government issue, I'm wondering about escaped convicts because there are two of them listed in the 60s who theoretically could be in the area:

John Anglin ("the" John Anglin, Alcatraz)
Jimmy Bushbaum (San Quentin)

Bushbaum 5'8", Anglin 5'10", not too far off for either of them with it estimated. Bushbaum: Subject escaped from San Quentin State Prison (CA) on 9/16/65. Stolen vehicle later found abandoned in Emeryville, CA. Disappeared in his prison issued clothing. Blonde, blue eyes.

Anglin, blonde/blue eyes, 6/11/62 escape, worked in the clothing room (I've also heard laundry, I've also heard docks) in Alcatraz, Whatever the case, it does sound like he'd have access to clothing. From what I can see, inmates actually repaired clothing, too, and I see boots specifically mentioned. And the belt looks handmade, and as part of Anglin's escape, he and his two other conspirators had a makeshift work area where they were fashioning all kinds of gear, including mannequin heads that they placed in their beds so guards would think they were still in their cells after they escaped. They also fashioned wood objects of kinds. Guards and prisoners were issued shoes/boots at Alcatraz. I tried to find an official supplier, or list of official suppliers, I could not. But Seiberling had been a government supplier of boots/shoewear in the past. John Anglin likely drowned and/or was consumed by sharks decades ago, but I still wondered when I saw the description of this John Doe. Reading that the Alcatraz inmates could have small musical instruments in some cases in their cells. That funky belt buckle looks handmade/artisan-like, maybe it's a small piece broken off a small musical instrument.

The John Doe had a razor. What'd the razor look like? JMO, this is kind of an unusual get-up for this John Doe with the pretty nifty and expensive boots and that funky homemade belt. It's not necessarily a convict, and even if it were, it doesn't mean it's either of these two convicts, but I'm just wondering on this because the outfit... it's an unusual mix of items, jmo.
