I think she's definitely worth submitting.

Alleykins, there could be a number of reasons for no ruleouts. Most likely LE just doesn't have it set to display to the public.

That's a possible for sure, I'd submit it. I had Doe Network update the images for the newest renderings back in January. Hoping this one gets wrapped up eventually.

The National Sanitation Foundation, where the plastic sheet covering this UID apparently came from, is located in Ann Arbor, Michigan, and I believe it was also located there in 1973. This may have no relevance whatsoever, of course, but interesting to know.

It's only 7 and a half hours from Ann Arbor and Fort Indiantown Gap. It could had gotten there easily through someone moving or just traveling. I know when I travel to go see family now it takes about 7 hours of travel. So it could of been either taken there by the murderers or someone who visited the area.

I'm not so sure the plastic sheet came directly from the National Sanitation Foundation. I used to work in dietary at a hospital and every piece of equipment we used had the NSF stamp on it. Whoever did this to this woman could have worked in the food service industry. Here is a quote from the National Sanitation Foundation website:

Choosing a product certified by NSF lets you know the company complies with strict standards and procedures imposed by NSF. From extensive product testing and material analyses to unannounced plant inspections, every aspect of a product's development is thoroughly evaluated before it can earn our certification. Most importantly, NSF certification is not a one-time event, but involves regular on-site inspections of manufacturing facilities and regular re-testing of products to ensure that they continue to meet the same high standards required to maintain certification over time. If for any reason a product fails to meet one or more certification criteria, NSF will take enforcement actions to protect you, including product recall, public notification or de-certification.
Products that earn NSF certification are said to be “NSF certified” or “NSF listed” and display the applicableNSF certification mark to show that they have been tested by one of today’s most respected independent product testing organizations.

I wish that they would post the ruleouts for her.

That plastic is the key to this. Its just so odd. According to the records testing facility 8505 did not exist.

This makes no sense. Why was there plastic printed for a nonexistent facility? Does the NSF use similar plastics? Why would someone counterfeit a plastic wrap for the NSF?

Can someone try to elaborate on this? All I can come up with is that it *could* be a secret testing facility that the US government would deny existed. That is the only thing my simplistic mind can think of.

I wonder if we could obtain the rule out list through FOIA?
If so, who would it be submitted to, to get the most up to date and complete list?

As far as I know, and I could be wrong, NSF isn't a manufacturing company, it's a company that certifies that other companies' products meet safety and manufacturing standards. So if there are requirements for thickness, porosity, I don't know what all else it might have, NSF puts the product through a testing process and gives the manufacturer permission to use that certification mark. So it's similar to the Underwriters' Laboratory certification on an electrical cord.

It could be counterfeit. Some of the Asian manufacturers of knockoff products will reproduce certification marks as well. But it would seem to me to be more likely that the certified plastic was in use at some other company's facility 8505.

Personally, I don't think it means anything no matter what it is. I think the murderer just grabbed whatever was handy.

A new article on this case -

http://abc27.com/2017/03/27/investigators-mystery-woman-in-73-cold-case-not-from-lebanon-county/

LEBANON, Pa. (WHTM) – Investigators working to solve the mystery death of a teenage girl found in Lebanon County 43 years ago believe they’re closer to identifying her.

A chemical isotope analysis of her remains suggests the girl known as Jane Doe 1973 was not originally from the Lebanon County area. Investigators believe said she was probably born and raised in the southeast United States, the National Center for Missing and Exploited Children said.

Here is a picture of the isotope map from the article. This helps because I didn't know how far "west" was considered SE. LOL

I know you were probably already ready going to do this, but I just wanted to mention it. There's no published rule out list, so when compiling your list, will you please peruse the previous pages to see who has already been submitted? Quite a few have. This will save a ton of time in the end and prevent repeats.
