PA - Police officers shot after after called to scene then called in eerie 'signal 13' - York County - 17 Sept 2025

Law enforcement were following up on a “domestic-related” investigation that began Tuesday, Paris said. He said police are obtaining and serving more search warrants and are withholding information until receiving inventories for those warrants back.

Ok, more information is coming out, good.

America, America, America... smh... I am scared we will just keep getting worse and not better

i know its daily mail but it has some info

An initial 911 call then came in at 2.10pm, followed by a series of calls, including one that said 'officer down' and 'signal 13,' which means an officer in trouble. A Signal 13 is an officer in distress transmission, according to the York County Department of Emergency Services.

A Signal 13 transmission is given the highest priority, and the procedure requires the dispatcher to immediately create an incident, hold the air, and move all other traffic to another talk group.
At the same time, they determine the location of the incident and identify the problem.

I have a few questions...
Why did they mention the Mexican community? Do you believe that this may be a hate crime?
Why would a consulate be called?
Do you think this could be ambush on the police similar to the one on firefighters recently?
Just came across this. ( I am local)
SNIPPED:
The Consulate of Mexico in Philadelphia said in a social media post that they were “monitoring the incident” in Pennsylvania and advised Mexican residents nearby to follow official instructions.
A spokesperson for the Mexican consulate in Philadelphia said the post was “only a precautionary alert for our community

Here’s a link to the York County warrant list. The database can be filtered by date. The vast majority are bench warrants for failure to appear or failure to pay, but arrest warrants appear on the list, as well. There aren’t very many of those from the past couple of days.

Edit: since the shooter was identified after I posted this link, I’m adding that the arrest warrant I alluded to in my post was indeed for Matt Ruth.

Agreeing with you, Outback,

It is heinous to ambush/attack First-Responders.

The one involving the fire-fighters, who were lured to a crime scene and then shot at as they arrived to put out a fire, occurred in NY State. (...if that is the one you are referring to? Are you saying there was ANOTHER ONE? ).

Unfortunately, it seems like we are seeing a similar M.O. in PA.

There was one in June in Idaho. Truly disturbing to ambush first responders.

The shooter was not publicly named by police, but two state law enforcement officials identified him to CNN as 24-year-old Matthew James Ruth. Court documents in York County show Ruth was facing charges of stalking, loitering and prowling at night time and criminal trespass on the day of the shooting.

The woman had reported seeing the ex-boyfriend stalking the residence Tuesday, prompting Northern York County Regional Police Department to obtain an arrest warrant and restraining order.

Police attempted to serve the shooter with an order Tuesday night but could not locate him, according to the officials.

Officers with the Northern York County Regional Police and the Sheriff’s Office were trying to serve a warrant to the suspect, the ex-boyfriend of a woman who lived in the farmhouse, law enforcement officials briefed on the investigation told CNN.

The shooter appeared to be lying in wait when officers arrived, the sources said. The shooter was wearing camouflage, according to the law enforcement officials.

It’s not yet clear to investigators whether the shooter was waiting for his ex-girlfriend or the arresting officers.

Investigators spoke with the resident's daughter, who told them that on Aug. 20, 2025, unknown persons set her pick-up truck on fire while it was sitting in the home's driveway, according to the affidavit.

A fire investigator responded to the residence on Sept. 13, 2025, and determined the fire was intentionally set, the documents show.

Investigators were provided with photographs captured on a trail camera at the residence on Tuesday night, which they state show Ruth allegedly peering towards the home with "a scope device."

In the documents, officers noted that in the images captured on Tuesday night, Ruth "had an AR-15 style rifle slung across the chest while looking into the residence."

"Over the next several hours, officers attempted to locate Ruth in the area, but were unsuccessful," the documents wrote.

Matthew James Ruth, 24, of Hanover, was charged earlier on Wednesday, Sept. 17, 2025, with misdemeanor stalking, misdemeanor prowling at nighttime, and summary criminal trespass in North Codorus Township.

In an affidavit of probable cause, officers wrote that they were called to the home in the 1800 block of Haar Road in North Codorus Township around 11:24 p.m. on Tuesday, Sept. 16, 2025, for a resident reporting a male was on her property and was looking into the residence with binoculars.

Investigators spoke with the resident's daughter, who told them that on Aug. 20, 2025, unknown persons set her pick-up truck on fire while it was sitting in the home's driveway, according to the affidavit.

Investigators were provided with photographs captured on a trail camera at the residence on Tuesday night, which they state show Ruth allegedly peering towards the home with "a scope device."

“Spring Grove, Pennsylvania —
When officers in rural Pennsylvania approached a farmhouse Wednesday afternoon to serve a warrant, they took precautions, carefully scouring the scene with a drone.

Still, they weren’t prepared for an armed man dressed in camouflage – now identified as Matthew Ruth – who lurked in nearby cornfields and had no interest in talking.”

Statement from the Northern York County Regional Police Department

Yesterday was a dark and heartbreaking day for the Northern York County Regional Police Department and for all of York County. We are devastated by the loss of three of our officers and continue to pray for the recovery of a fourth who remains hospitalized.

We ask our community to keep these officers, their families, and their colleagues in your thoughts and prayers during this time of unimaginable grief.

At this time, our administrative offices are closed. Neighboring police departments, along with the Pennsylvania State Police, are assisting in providing police services to our municipalities to ensure the continued safety of our residents.

Information regarding an official and endorsed donation portal to support the families of our fallen and injured officers will be shared shortly. We encourage the public to await this guidance to ensure contributions go directly to those most in need.

We thank you for your compassion, patience, and support as we navigate this tragedy together.

Unfortunately, I missed most of the press conference, but I did catch the last 10 minutes or so. Here are some new facts:

The three deceased officers were named. I’ll try to find a link in a bit.

The shooter was inside the residence of his ex and her mother when he opened fire. The two women had been advised the night prior to seek other accommodation, and they were thankfully not home when the shooter got in.

LE cannot report as to how and when he entered the residence, but they did affirm that he had not returned to his own residence between the initial report late on Tuesday night and the shooting around 2pm on Wednesday.

He had no prior criminal convictions which would preclude him from owning a firearm.

ETA: He also killed the family dog.

If anyone else watched, please feel free to chime in. The whole presser might be linked on WGAL’s website. That’s where I watched the last 10 minutes live.

Det. Sgt. Cody Becker, Det. Mark Baker and Det. Isaiah Emenheiser, of the Northern York County Regional police force, were identified as the victims of Matthew Ruth, killed when they opened the unlocked front door to the home during a domestic violence probe Wednesday, said York County District Attorney Timothy Barker.
