Troutman’s girlfriend told police that she heard a child screaming “No!” and a loud crash from the basement. http://www.nbcphiladelphia.com/news/local/Man-24-Raped-Murdered-9-Year-Old-DA-121591519.html

The earlier incident with the other child bothers me too. But can this "girlfriend" be charged with something? Did she do anything to intervene? Sad to say, but if the girlfriend heard screams and Skylar wasn't found until near midnight, what the heck was she doing in the interim? Troutman had to leave to get from point a to point b....

Maybe we need Good Samaritan laws..... :banghead:

I really don't have the words to express the sadness I feel after reading about Skylar. She was such an innocent little girl. My deepest condolences to her family and friends.

Unbelievable! I can't even begin to imagine the fear and pain that Skylar endured in that brief time. I am sickened and saddened. I can't believe that she was left alone outside at all after the incident a couple of weeks ago. I would have my children on an extremely short leash at after that. God bless this poor baby girl.

I'm just stunned that she was left alone outside after the incident 2 weeks ago. Stunned. I'm sorry but this just seems like it was so preventable.

ETA: Really not trying to bash the parents here, but come on, what's wrong with this picture?

Troutman claimed:

"....he had a "whiteout" and just "snapped...."

Fly high little Skylar.

Doesn't sound to me like Troutman was experiencing a "white out" or fugue state. He was able to speak coherently to his fiancee. And this wasn't a snap. Troutman seems to have been after this child for some time. How tragic.

"....Troutman's fiancee told detectives that she was home Monday evening around 5:45 p.m. when she heard screams and cries of protest coming from somewhere in the building. Troutman was not home at the time, she said. When she reached him on his cellphone to tell him about the screams, "he responded that he hoped 'everything's OK,'" according to the complaint. Troutman returned home shortly after 6 p.m. and said he had been exercising, the fiancee told investigators...."

and

"....Authorities said Troutman and Skyler had also crossed paths about three weeks ago. Skyler and a friend were near Troutman's apartment on April 18 and needed to use the bathroom. He invited them in, but they got spooked when they saw pictures of naked women on the walls, according to the complaint. Troutman then made a lewd comment, and the girls ran to leave, authorities said. Their parents reported the incident to police, but no charges were filed..."

I am just floored that his door was not kicked in the minute she was reported missing.

They had the report of her being locked in his apartment 2 weeks before , probable cause when she is missing.
I dont understand why the parents waited until after dinner or why the girlfriend of the murderer didnt report those screams to LE quickly. I am sure she was aware of the lock in at his apartment.
16 hours is a great time on an arrest but with information they should have had it shouldnt have taken 16 hours even. His door should have been visited the first hour with a warrent. And if the girlfriend was home, where did this happen at? The whole basement thing has me floored.

imho We really have to go back to vigalante justice. I know - horrible idea, but how are we going to get these animals to stop. Just shoot them in the head! I've said it before, when grandad was in the navy and anyone found someone messing with a kid, that "person" was never heard from again. I bet there are a lot of bones out there in the sugar cane fields. Children were safer back then 40's/50's.

Now it's a free for all war on our babies.

MOO

Mel

Most excellent post.

My mom is pretty tough and there's not much that makes her well up, but she was watching the news and told me about this with tears in her eyes.

Soulmagnet, my mom basically said what you did. In fact she don't get a child that age out playing going into anyone's bathroom, period. That's because she doesn't trust anyone let alone an apartment complex full of people. Of course we can't lay blame on grieving parents. However given the fact this just happened recently my mom is beside herself a child was murdered.

The girlfriend! She heard a child screaming. Calls "him" and he says "Oh I hope they are O.K." He comes back and tells her he was exercising.

It's all too overwhelming. This poor little girl is the victim of it all.
