Why was this man not in a mental facility or jail?

I work in West Chester at another county building. My coworker and I came outside around 11 tues and there were two cop cars blocking the lot. They got out of their cars pulled rifles out of their trunks and yelled to get away from the building. Never ran so fast in my life. Apparently if one building has an incident they go into action at the other.
