i don't think you start pursuing someone and ask what they're doing there, unless you know them.
Concerned citizens do this all the time, frankly! Where I live, if I see something off, I confront especially if it appears a person is up to no good. Everyone has talked about Providence being a very small, tight knit community, everyone knows everyone. This is what community members do, they look out for each other and their town. That's what this witness was doing, he saw something "off" and confronted the POI. Thank goodness he did!

I wonder why he chose Salem to bail out of the car (presuming that's what he did). It's - at least from my recollection - a fairly well populated area with a lot of sprawl. Maybe because it's right over the border? I know there's a NH welcome center there - I wonder if that's where the vehicle was located.
I'm wondering if he heard LE knew about the car? I mean, if we know, he could know.

There is a train station in Salem.

maybe i'm reading too much into the specific choice of words in the article, but it doesn't say he asked the suspect what he was doing, it says he asked the suspect what he was doing there.

Salem to Hanover (Dartmouth location) is 96 miles.
Whether that university might have been a next target, is a question. Who knows.
Unless the guy may have been trying to flee to Canada.....fat chance !

"Doing there", like POI was doing something "off". If a stranger was looking over a neighbor's fence, I would use the same language, "Hey, what are you doing there!"

The reddit poster didn't know him but found his behavior so odd that he investigated his car, so it doesn't seem impossible to me that this other guy confronted him just because he was behaving strangely.

admittedly, there's some ambiguity in how the quote is being relayed through 3 or 4 degrees of separation. are we to understand that person 2 told police "i asked him what he was doing there", or "i asked him 'what are you doing there?' ." in the first case, it sounds like they knew each other, and person 2 expected suspect to be somewhere else. in the second case, it sounds like they didn't necessarily know each other, person 2 may just have been stepping up and confronting someone who seemed sketchy.

Police don’t suspect the man was involved in the attack, saying he told them he confronted the suspected gunman outside Brown prior to the shooting, multiple sources with direct knowledge of the investigation told Target 12.

It stands out to me that someone would question what a person was doing in a public place unless they seemed very out of character/out of place. It will be interesting to hear what exactly prompted the witness to wonder…

I assume we will get an ID at the press conference if the suspect really is in the wind at this point. If they’re continuing to follow leads, probably won’t get an update until they either lose the trail or he’s captured.

MOO I disagree. If the 'in proximity' person was very familiar with the neighborhood's comings and goings a stranger/ person acting odd would stand out and in this case approach.

Sidenote: my father rip used to stop complete strangers who littered. Not safe, but still made me proud of his love and desire to protect his community. MOO

This part of the reporting is actually quite curious…. I would absolutely like to know more about that interaction.
