Concerned citizens do this all the time, frankly! Where I live, if I see something off, I confront especially if it appears a person is up to no good. Everyone has talked about Providence being a very small, tight knit community, everyone knows everyone. This is what community members do, they look out for each other and their town. That's what this witness was doing, he saw something "off" and confronted the POI. i don't think you start pursuing someone and ask what they're doing there, unless you know them.
I'm wondering if he heard LE knew about the car? I mean, if we know, he could know.I wonder why he chose Salem to bail out of the car (presuming that's what he did). It's - at least from my recollection - a fairly well populated area with a lot of sprawl. Maybe because it's right over the border? I know there's a NH welcome center there - I wonder if that's where the vehicle was located.

It stands out to me that someone would question what a person was doing in a public place unless they seemed very out of character/out of place.
