IMO: It means NG heard that Ron may be negotiating a plea where he testifies at trials held for Misty and Tommy, later dismissed as rumor, unsubstantiated) and decided to take one of the possibilities and form it in the manner of a declaration.

I'm going to close this thread. Since we already have a Ron plea thread. If NG can substantiate some information next week, that is other than what we already know that this related to the drug case, we can revisit her website headline. 10-4?
