There's another saying used by the military, "the fog of war." IMO some of the incorrect info is not meant as disinformation but is instead due to this well-known "fog of war." It is this type of confusion that leads to friendly fire, as well. In a hasty deluge of information during a time of crisis, and media trying to get a scoop first, some things are confused but will get clarified.
Apparently, the prevailing winds run west to east in Europe. So radiation from, eg, Chernobyl, if it did indeed drift for hundreds of miles, would drift over Russia rather than Europe.

I fully expect Putin to try to bomb the wind if it blows toward him. It would be in character.
