Update 15 – IAEA Director General Statement on Situation in Ukraine | IAEA


“Ukraine told the International Atomic Energy Agency (IAEA) today that it was becoming increasingly urgent and important for the safe management of the Chornobyl Nuclear Power Plant (NPP) to rotate some 210 technical personnel and guards who have been working there since Russian forces took control of the site almost two weeks ago, Director General Rafael Mariano Grossi said.”

“The handling of nuclear material at the Chornobyl NPP has been put on hold for the time being, the regulator added. The site, located in an Exclusion Zone, includes decommissioned reactors as well as radioactive waste facilities. The regulatory authority said it could only communicate with the plant via e-mail.”

The World Health Organization today warned that attacks on Ukrainian hospitals, ambulances and other health care facilities have increased “rapidly” in recent days and vital medical supplies are running low.

The UN agency on Monday confirmed at least nine people had died in 16 attacks on health care facilities since the start of a Russian invasion, reports Reuters, but it did not say who was responsible.

Among the supplies running low are oxygen, insulin, PPE, surgical supplies and blood products.

“Supported by donors, WHO takes prompt action to bolster health services in Ukraine
WHO has sent large shipments of medical supplies to Ukraine and released US$ 5.2 million from its Contingency Fund for Emergencies to respond to the country’s urgent health needs.

WHO shipments have arrived in Poland bearing 76 metric tonnes of emergency health supplies bound for Ukraine. The shipments included supplies for surgery, trauma and health care, along with freezers, refrigerators, ice packs and cool boxes.

“WHO is on the ground, working with our partners to respond, to assess the impact of the conflict on the health of Ukraine’s people and its health system and to deliver essential medical supplies from our hub in Dubai,” WHO Director-General Dr Tedros Adhanom Ghebreyesus said last week as the crisis unfolded.

WHO is also exploring solutions to maintain the country’s supply of medical oxygen and other life-saving treatments, amid disrupted supply lines.

The money in WHO’s Contingency Fund for Emergencies comes from 24 donor countries whose pooled contributions allow WHO to respond quickly to disease outbreaks and emergencies – often within the first 24 hours, a critical time in a crisis. Created in 2015, the Fund is one of WHO’s most powerful tools for responding in acute health emergencies.

“The oxygen supply situation is nearing a very dangerous point in Ukraine,” the two leaders said in a joint statement on 27 February. “Trucks are unable to transport oxygen supplies from plants to hospitals across the country, including the capital Kyiv. The majority of hospitals could exhaust their oxygen reserves within the next 24 hours. Some have already run out. This puts thousands of lives at risk.”

The joint statement notes that medical oxygen is crucial for patients with COVID-19, injuries, trauma, sepsis, complications of childbirth and numerous other conditions.”

Ukraine is ready to hold a dialogue with Russia on security guarantees, on the future of the occupied territories of the Donetsk and Luhansk regions, Crimea, but is not ready to capitulate. This was stated by President Volodymyr Zelenskyy in an interview for ABC News.

"I've cooled down regarding this question a long time ago after we understood that NATO isn't prepared to accept Ukraine."

"I have spoken many times about NATO and publicly conveyed messages to both Russia and President Putin: we are ready for any guarantees of our country's security from the respective states that must guarantee. And Russia is also among these states, because Russia is our neighbor," he said.

"The people who elected me are not ready to surrender, we are not ready for ultimatums. But we can discuss with Russia the future of Crimea and Donbas," the President added.

That makes up about 10 per cent of U.S. consumption every day. The administration says it's confident it can find alternative sources without any additional pain on the U.S. economy.

European nations are far more dependent on Russian oil and are not in any position to quickly replace that supply, which is why they have so far been reluctant to outright ban it.

"We're moving forward, understanding that many of our European allies may not be in a position to join us," Biden said. "We can take this step when others cannot."

''RIGA, Latvia—Canada will extend its NATO military mission in Latvia, which was due to end next year, Prime Minister Justin Trudeau said Tuesday.

It is welcome news to many of the military commanders here.

In an interview before the announcement, Canada’s top soldier told the Star that Canadian soldiers leading the NATO battle group in a country bordering Russia are on the “frontlines of freedom.”

Gen. Wayne Eyre, chief of defence staff, was speaking after chatting to many of the troops on exercises.

He said with the war in Ukraine and fears of Russian expansionism, the work of Canadian soldiers has taken on new meaning.

“They see renewed purpose and why they’re here. It’s the frontline of freedom.”

In nod to Russia, Ukraine says no longer insisting on NATO membership (france24.com)
''Washington (AFP) – President Volodymyr Zelensky said he is no longer pressing for NATO membership for Ukraine, a delicate issue that was one of Russia's stated reasons for invading its pro-Western neighbor.
In another apparent nod aimed at placating Moscow, Zelensky said he is open to "compromise" on the status of two breakaway pro-Russian territories that President Vladimir Putin recognized as independent just before unleashing the invasion on February 24.

"I have cooled down regarding this question a long time ago after we understood that ... NATO is not prepared to accept Ukraine," Zelensky said in an interview aired Monday night on ABC News.

United Nations advises staff against using ‘war’ or ‘invasion’ regarding Ukraine

"The alliance is afraid of controversial things, and confrontation with Russia," the president added.

Referring to NATO membership, Zelensky said through an interpreter that he does not want to be president of a "country which is begging something on its knees."
