Scott kimball..possible Ramsey child killer?

Hello all,
I was going over the list of killers from Colorado and I was wondering if anyone else thinks Scott Kimball could have been the killer,or had ties to the Ramseys?

Is this the same person that did something 2 a little girl a few months before JonBenét was killed

I believe that at the time of JonBenet's murder, Kimball was living in Washington state with a wife and two sons.
