If you hotline it to CPS they can open an investigation and get a good look around inside that apartment! If you call tonight, within the next 24 hrs they will be out. You will have at the very least started a paper trail.
Tell them ...Lack of supervision and suspected drug use. Oh and the parents appear to be so impaired they aren't even capable of supervision.

How do I hotline it to CPS? Like ILikeToBendPages said, I actually did take some pics tonight. I don't know how incriminating they'd be...it was 104 degrees today and I'd run around naked too if I could get away with it lol, but I did get one of him playing in the parking lot.

Ugh...it's just SO obvious there are drug deals going on there. Pizzes me off because this has been such a nice complex until now.

She did well today. In the Hunter division, they are judged on confirmation and way of going at the trot. Because she is 1, she is shown "in hand" with just a bridle. The handler is on the ground and makes her stand correctly for the judge as they come over and look at how she is built.

A swarm of horse flies came in and were biting these young horses being shown. OMG they were airborne as one movement causes the others to move. These poor gentlemen handling this one class have been doing it a long time. I don't think they have ever been airborne and spun like ballerinas in a while.

Met some nice people. One lady asked me about friends and if I was able to get out much to see them. I told her I had you all and I talked to you every night. I didn't say you all were "virtual". No need. You all are as real as it gets. Thanks for being there. These ribbons were for you. :seeya:

I need to vent, I hope I don't catch any flack for this. I just called the non-emergency police line on my neighbors. I live in an apartment complex and it's always pretty quiet here. I live on the first floor and sit outside on my patio a lot when the evenings are nice. Let me just say that I'm NOT a parent, so be gentle with me. I really hope I don't sound judgemental. And I'm sorry for the long post!

These people moved in a few weeks ago, I don't even know who all is living there because there are always people coming and going. There is at least one little one, maybe close to 2 yrs? Anyway, the man and woman are always sitting outside, and the little boy runs around in just his diaper. He's adorable! Anyway, they don't pay attention to him. He runs ALL over the place, including out in the parking lot. I don't know how many times I've seen the dad finally get up and chase after him. The mom just sits in her chair and laughs. I'm a tad naive, but I'm not stupid. The dad can barely walk a straight line, there are people coming over ALL hours of the night (i'm an insomniac and go outside to smoke during the night) and they only stay for a few minutes, there's a lot of arguing between the adults, etc. I could go on and on. I've seen this baby running around at 2am :(

Anyway, tonight. I was sitting outside. There are 4 adults over there on their patio, and 3 kids...the baby in his diaper and 2 young girls (under 5 I'm guessing). They're playing IN THE PARKING LOT, and a car comes flying through. Thank goodness for the speed bump or this car would've hit at least one of the kids. The adults started laughing and I heard the "dad" say to one of the others "you go get him this time. He doesn't listen to me." Seriously?? I actually went over there (i'm in my pjs with no bra even lol) and asked if they needed a babysitter for the night. I said that clearly nobody wanted to watch the kids and they were going to get hurt with no supervision. Only one adult made eye contact with me and he just said "they're fine. Go home and don't worry about it."

They've gone inside since but I'm totally worried sick about these babies. The dispatcher said they'll check it out but I doubt they will.

Found out an interesting factoid today. I am in Northern Virginia west of Washington DC. People I met today were friends of Jackie Kennedy Onassis and fox hunted with her here. Caroline Kennedy would ride her pony here, Macaroni. The Secret Service were still protecting her after she married Onassis and would be stationed at the jumps. If another rider got too close, the men would pop out, startling the horses and a lot of people fell off. Including Jackie Onassis. OMG, what a night mare! :)

Obviously m feels there is something amiss with these children. I say follow your instincts m. Right or wrong (and you're probably right from what you've told us) the situation warrants some looking into. Big difference between letting the kids stay up late and letting them run unsupervised.

Out playing in a diaper will not be the reason. Many parents let their kids run around in just a diaper; it's the lack of supervision that is harmful.

Google your state CPS offices and call them. They have to check out the report and do a welfare check within twenty four hours.

Sulamith it sounds like you maybe grew up in the same era as I did. I was a child of the 60"s (actually born in 1960), and things were different. I remember running around outside from morning until dark. And my parents had no worries about me. But my parents always knew where I was, and when I'd be home. They never left us alone or unsupervised when we were small. From what m is saying, this sounds like it could possibly be a home that is not good for the children. :( If drugs are involved at all, it's never a good thing for the children.

IMO it's more important to call and allow them to do their job and investigate. It's up to them to determine if its neglect, not the person reporting suspected neglect and drug dealing.

Definitely NOT playing outside in just a diaper..like I said, it's been ungodly hot here and I'd be running around naked if I could get away with it.

I reported that there appears to be little supervision, the baby is playing in the parking lot and the parents are laughing about it. I don't care if they play outside....we have a big, grassy lot behind our complex and lots of kids play out here.

I'm just concerned that their parents/guardians don't seem concerned that these kids are playing outside, all hours of the night, while the guardians seem to be impaired (my opinion), and the visitors seem to be getting more attention than these kids are.

We'll just let CPS or DHS or whoever deal with it. I've made 2 phone calls so hopefully it's at least noted.
