Ricki, can you make something for each one? One year we gave our father a photo album of picture of us and our kids through out the years. It started with a photo taken when we were all under five years old, and we took a picture of us thirty years later sitting the same way. Then we a "family" page for each of us with our kids and their aunts uncles and cousins, and then we had a page of him at different times over the years. it did make him cry a few tears.
My oldest sister crochets and makes hats for the boys and poncho's for the girls. My brother give free guitar lessons, my son gave a free fishing guided trip one year, you can take an old book (look at goodwill, thrift stores and garage sales, hollow it out and it's a secret treasure book for hiding special things, etc. Look for a pretty cup and saucer and an candle (again found garage sales, thrift stores) melt the candle and pour it in the cup /pretty dish and it makes a new gift with a special meaning, or find old jewelry and beads and make headbands, bracelets or a simple necklace , one year I took old hatboxes and shoe boxes and covered them in pretty paper for a special place for special things, your imagine is endless, and many times those are the gifts that mean more than anything else.
it doesn't have to be big or fancy, just something from your heart. Many times it's those present that are the most loved.
