The Mann Act specifically regards the taking of a minor across State lines and having sex. So no. I don't believe they were underage, or across State lines for that purpose.

Just sayin', or at least trying to say - BP & L(w/e his last name was) were as likely to have engaged in sexual activities on that trip to the convention (across state lines) as RC & MC would have been.
The Mann Act was originally intended to stop interstate prostitution rings run by organized crime. It is also known as the White-slave Traffic Act. Recently it has been utilized in several FLDS cases.
