The Freedom of Information Act

I had a member ask me about this today. Has anyone filed for this to obtain information about a case? I'm thinking it might be very handy when sleuthing Cold Cases?

Following my daughter's murder in California, the police refused to give up ANY information to a private investigator "because the case is ongoing." In short, if the case is open, none of the information is public. Unfortunately, cold cases are still active cases.
