Usually there are requirements to collect reward money. Sometimes too the different sources of the money have different requirements. In general, if someone, say, calls crime stoppers and provides information leading to the arrest and conviction of someone in the/a case, then they can be eligible to collect some or all of the reward money. Other rewards may be for the safe return of perhaps a kidnap victim, etc. Again there are usually stipulations. We just had a local case get a conviction yesterday where money was paid out for the return of a kidnapped man but he was killed anyway (or was dead all along). But the killer was tried and convected.
If they knew where she was and withheld info id think they would be in a big pile of trouble JMO
New information was released Wednesday, regarding the disappearance of nursing student Holly Bobo.
On Tuesday, a convicted violent sex offender who lives just miles from the Bobo home was arrested by police. So far the Tennessee Bureau of Investigation has refused to comment on if 53-year-old Terry Britt was a suspect or connected with the Holly Bobo case

I don't see any realistic scenario where this reward money will ever have to paid. If someone knows and has known all along where she is, and she is alive, they are likely involved in some way. If someone calls and says "I think she might be in this house" that is not enough for a search warrant, even if she is in that house. Unless Holly left of her own will, I can't see her being alive, JMO.
Possibly but you could also claim that you didn't know the case was still open, that you didn't find out X until recently, etc. The person providing the tip may have just realized they had something of use to LE.
We had that case here with the murdered Rogers family that was ice cold until some time later they put a handwriting sample up on a billboard and tips came in based on that.
