OH Toledo serial killer refuses to face parole board again after 45 years

I'm surprised I'd never heard of this serial killer before, but here's a recent article about him:

Cook, who has admitted to killing nine people and is a suspect in others, was scheduled for a hearing Thursday morning at the Chillicothe Correctional Institution in southern Ohio. He chose not to attend the hearing, the same decision he made in December. Only this time, the board members went ahead with the hearing without Cook and are expected to make a recommendation within the next month.

Anthony took great pride in stalking young couples after dark and bragged about his techniques to detectives in confession in 2000. The confessions were part of a deal the brothers reached with prosecutors after DNA tied them to the Podgorkski rape in 1980. In exchange for giving up details about their crimes, Nathaniel was granted parole in 1998. Anthony was tied to the Sawicki murder in September of 1981 and has been in prison ever since. Nathaniel was free until 1997, when DNA connected him to the Podgorski rape.

At least nine murder victims between May of 1980 and September of 1981. Anthony Cook is the most prolific serial killer in Toledo history. And on Dec. 5, a parole board will decide if the now-75-year-old should be returned to the streets of Toledo.

As Cook was stalking young couples, he was being hunted by the Toledo Police Department and Detective Frank Stiles.
 
The idea of even considering parole for these creatures makes no sense logically.
