No, mitigation specialists are not normally attorneys. Normally they have some kind of social work background, although often they are also paralegals.

This "expert" should have his license to practice taken away. It's scary to think how many lives he has ripped to shred due to his bias and fabricated tests. I feel sorry for all the parents who were on the opposite side of this clown. I feel sorry for the employers who had employees faking work comp claims. I feel sorry for all the people who truly had needed counseling and help and this was their only hope.
