This is quite bizarre. Here is a news account that says they were on a yacht (four people) and Barbara Fogle's sister was the only survivor. It seems Barbara fell overboard, the two men jumped in to rescue her since she could not swim. The sister was stranded on the yacht until she flagged down another boater who called the Coast Guard.
