Within 24 hours of finding out about Hailey's disappearance, Colorado City officials requested an Amber Alert to help find the missing girl but were denied three times. Police were told that there was not enough information available about her disappearance to issue an alert.
This is what I would call spin...as in CYA. The fact is that the information that CCPD released to the public was this, (1-02-11)

Because police do not believe Hailey has met with foul play, a statewide Amber Alert has not been issued.
According to an article posted Friday on the Colorado City Record website, Bivins said his department considers Hailey a runaway.
Thats what the evidence shows at the time, Bivins said.
Other agencies began to consider other possibilities, but CCPD stood firm in calling her runaway until pressure from Hailey's family and the media forced them to admit that she might have met with foul play.
I'm sure we all remember Sparky's famous quote about Hailey "hiding", which was reported many days in to the investigation.
