I think that you are right, the resemblance betwenn the drawing (the one with the necklace) and Randy is uncanny, look at the nose! Last contact from a ship in New Orleans can be fitting with the location. There is no picture of the RB tatoo, so what if maybe is a RD instead? Seems "disco/groovy" enough to me until I get to the Wellington boots. Those boots were worn by oil men/riggers during that time frame. Thinking that may be a link to him. Also thought 10D was pretty "wide" for someone of his stature but then noted the weight of 128 lbs was measured and his remains could have been there for a couple of months.
