That second image is haunting. It looks like he was unhoused. I wonder what name he went by on the streets.

Likely homeless/transient.
But i dont think he was living on the streets very long. He had a neat mustache, usually longtime homeless do not take a lot of care to groom their beards anymore for various reasons.
Worth asking shelters, soupkitchens and police stations in the area. His clothing and face are very distinct.
