Penshorn: "At approximately 8:40 p.m., we had officers respond to the 2600 block of Savannah Hills Circle. This was in reference to an eighteen month old child that had wandered out of the residence, at that time, we did have a number of officers, a number of firemen,and EMS personnel that did respond, as well as several other officers from other surrounding agencies, that did assist us with the search. We also did have a DPS helicopter that did come in and was searching the area from air. As of that, last night we did not locate the child. We did change the process of the search a little because of the nighttime hours, we did have people that were primarily mobile, driving around spotlighting, looking for the child and we did resume the actual ground search this morning at approximately 7:30 a.m. As of right now, we do have a number of people that are involved in the search. We have three different entities that are assisting on it right now. We have the Alamo Area Search and Rescue, Travis County Search and Rescue, and also a dog search and rescue from College Station that are assisting in helping us coordinate, and we also have consulted with the Heidi Search Center in San Antonio to assist us in the search. But as of right now, nothing has not been changed, the child has not been located, and we are asking for the public's assistance. If soeone does have any information as to the whereabouts of, or is someone does happen to see or know something specifically regarding the whereabouts of Joshua Davis, we do have a number that they can call, the number is 830-221-4570, we do have a phone bank set up with a number of operators that if anyone does call with information we'll be able to follow up on that information. Any questions that you have?
Reporter: Where was the last place that he was seen at, was it a house?
Penshorn: From what we understand, he was actually seen inside of the residence, there on the 2600 block of Savannah Hills Circle. In talking to the parents, they had seen him and then a matter of approximately ten minutes went by to twenty minutes, and they turn around and he was not there. ALthough the child is only 18 months old, he has been walking since the age of 10 months, and is very mobile, so it is entirely possible that he could have traveled quite a bit of an area in that time period.
Reporter: Do you guys, are you guys leaning towards maybe he went somewhere on his own or that someone possibly kidnapped him?
Penshorn: Right now, we don't have anything that specifically indicates to us that the child has been abducted. Primarily the reason that we were not able to issue an Amber Alert is because according to the Amber Alert guidelines, you have to have certain criteria, that is one of the criteria that we have to suspect an abduction or have information that would lead you to believe that it was an abduction, and we do not have it right now. We are specifically looking at it as the child may have simply wandered off, hopefully is somewhere in the near vicinity and that's how we're handling the search.
Reporter: Could anyone, the parents I guess, face any kind of criminal charges, say...
Penshorn: We aren't looking at any type of criminal actions at this time, we are just primarily concerned with the search and rescue of the child.
Reporter: I undersatnd there's a sex offender living on that street. Have y'all checked him out?
Penshorn: There is one registered sex offender that is across the street from this individual. He's been interviewed, we also have a conducted searches of his vehicles and residence, and as of right now, we have nothing to lead us to believe that he's involved in this missing child.
Reporter: How long did you search last night?
Penshorn: The search basically began at approximately 8:40 when the officers arrived, or 8:30, I believe, was the actual dispatch time, and the search has been ongoing since that time.
Reporter: So you went through the night?
Penshorn: We went through the night. We did have to, we had to change the scale and the scope of the search, just primarily because of the nighttime hours, there were a number of civilians that were involved. Once we did use our Emercency Notification system to notify the surrounding areas, and I believe it was somewhere in the neighborhood of 2400 residents that were contacted. We had somewhere in the area of 100 people that showed up at the scene to assist with the search, and again, not only were we concerned with the child's safety, but we're also concerned with the safety of the searchers, so we did change the scope somewhat for the late night hours, early morning hours, and then we take up the ground search again this morning at approximately 7:30 a.m.
Reporter: How long was it before the parents notified that, or anybody contacted the police, from when they noticed the child was missing?
Penshorn: I believe it was approximately 10 to 20 minutes maybe.
Reporter: Thank you. And you said that they have a back door unlocked or anything like that?
Penshorn: There's a front door to the residence theres also a glass door and the glass door doesn't necessarily latch so it is concievable that the child could have been able to exit the residence without being detected.
Reporter: Do you guys think that he could have gone that far within...
Penshorn, From what we understand, being that the child has been able to walk for approximately ten months, and talking and interviewing some of the other family members that were present, he is able to travel rather quickly and it is concievable that he could have gone, especially after this amount of time, he could have gone quite some distance.
Reporter: Can he talk, can he say something or he's just, you know...
Penshorn: From what I understand, he does speak somewhat. Keeping in mind that he is eighteen months old, I'm not sure exactly the specifics of how much information he would be able to provide, an address or anything like that.
Reporter: How is the family, can you say, how is the family, what's going on, are they...
Penshorn: Obviously, the family is distraught about the situation and I'm sure their main concern is that the child is located.
Reporter: And the mom and dad were the only ones home at the time?
Penshorn: There were actually a number of other family members that we did interview that were also there at that time.
Reporter: Do they all live in the area? Are they, the other family members?
Penshorn: They primarily all live here, in the New Braunfel area.
Reporter: So did you go house to house last night?
Penshorn: We conducted multiple searches of the residence, we conducted door to door contacts with every single resident on Savannah Hill Circle, which there were several. We actually made contact with every single homeowner, and made multiple sweeps of the area, obviously by air and on foot throughout the night.
Reporter: Have you guys ever encountered anything like this, an eighteen month old, you know, wandering around in the streets?
Penshorn: We have had the circumstance with other missing children, we actually had a case approximately a week and a half ago, where we had a three month old child that went missing from an apartment complex here in New Braunfels. Fortunatley, we were able to locate him within a matter of hours, and he was in an apartment that initially we had dtried to make contact several times and no one answered the door and he was there with some other small children, we were able to recover him safely.
Reporter: So what's next for you guys now? What's the next phase?
Penshorn: Right now, we're just continuing the search. We have put ou tinformation, specifically, if there are colunteers that do want to assist, that they can come to Klein Road Elementary. We've had somwehere in the area of 100 volunteers that have arrived now, and the actual search is being coordinated with the three groups I mentioned before, specifically having the area gridded and we can go through and do a very meticulous, organized search of the area.
Reporter: What was the boy, the baby boy wearing at the time?
Penshorn: the specific infomation that we have were he was wearing two different long sleeve shirts, a long sleeve, I believe, a red and blue shirt, and he had another grey tee shirt underneath and then also had a pair of beige jeans on and black and white socks. We do not believe he was wearing shoes at the time.
Reporter: Pretty sure he's in diapers too, right?
Penshorn: Right. He was wearing diapers, as well, yes. Anything else?"

"We do not believe that an abduction or kidnapping occurred," said Penshorn, adding that investigators "still believe that he did somehow slip out of the residence undetected, possibly wandering off. But we are also running a parallel investigation looking at other possibilities."
"We're really confident that we very thoroughly covered most of the areas we were looking at in the initial ground search. If he were within that initial search area, he would have been located by now," Penshorn said.
"There's the possibility that he could be out there still. We're just looking at other scenarios, as we have the entire time, and continuing forward," said Penshorn, who appeared on CNN's "Nancy Grace" show Monday night to talk about the case.
"Think of it more as a very broad investigation, where we have to be sure we've covered all of the possibilities," he said.
