How did no one in that building hear the screams from these repeated beatings? That's a question I have.

They might have, but many people have been affected by the negative media that portrays "helping" professionals like police, and CPS in a negative way. So, there is a mistrust, and they prefer to just mind their own business.

There are also significant cultural factors. Some cultures are more likely to believe that children are being "corrected", or "disciplined".

If a Mom named one of these men as the father of her baby, the Social Services worker has no choice but prepare the paternity papers & mail them off to the correctional center. The alleged father gets out of his cell, gets to meet with a counselor, and you guessed it usually signs & agrees to legalize paternity.

The State is stuck.

Why isn't a DNA test required to prove paternity when the alleged father is incarcerated?

Paternity is usually when an alleged father disputes the claim. In this situation, being a father while incarcerated makes him more likely to be eligible for early release. He would sign anything for that.

Some are afraid to call LE because it might shine a light on their own circumstances.
Some are undocumented.
Some are told by their partner, SO, current BF to not get involved.

Court officials said there were multiple delays as they tried finding a court appointed attorney represent Gloria Williams, 35, in the case. According to the district attorney’s office, Neal Davis has been assigned to represent her.
Prosecutors: Gloria Williams’ children said they were locked in room with brother’s decaying remains

I have seen it spelled Neil and Neal in articles. Trying to pull info on her attorney but want to make sure I am posting info on the right guy.

To further complicate, there is a Neal Davis who does criminal defense in Harris County and Neal Davis, III who also works in criminal defense. I believe it is the second Mr. Davis (the III) who is representing Ms. Williams (at least the shaved head seems to match up).

if this is him, of note are some previous defenses he's been involved in (from the linked bio):

Neal is best known publicly for his assistance in the Andrea Yates case, working with Wendell Odom and George Parnham, and, most recently, in the defense of Royce Zeigler, II in the infamous “Baby Grace” case in Galveston County.

The only thing I could even give this woman is she got him away from the remaining children possibly. But doubt she thought of it by herself or the reason why they moved. Selfish and evil but they never thought of being caught?

This is exactly what I am thinking she will claim. She will claim that he was so abusive and controlling to her as well as the kids, so the best she could do was get him away from the boys.

Imo her own actions and some of what she has already said to investigators will negate any attempt to mitigate her excuses. Also the accounts of the three surviving boys.

Actually, he seems like the exact type of person who would fit it extremely well in the prison environment, he may even flourish. Maybe not in the right direction, but it seems to me like he'd be very comfortable there. Afterall, he claims to be a hard a** tough guy so.... He'll have plenty of time to get comfortable there, hopefully.
no, they dont like baby killers and wannabe's in there. i hope his time is long and miserable.

Long ago I worked in our state's Department of Social Services.

No link for you, but the oldest may be placed separately from the younger guys so he has a chance to learn to be a kid instead of a caretaker/parent. Sometimes a sibling group like this can be very disruptive in a foster home, because Oldest (or whichever kid filled the Adult role) cannot move out of the way & let the foster parents parent the other children. The Caretaker child just doesn't know how to be a Kid. The other kids can be stuck between the two 'systems' and suffer.

Probably structured visits in a safe place are scheduled, these boys do need each other! They could be reunited in one home or with related family members who agreed to participate in counseling to keep these kids as developing young people.

Concerning to me that Oldest seems to believe that "people" intend to poison them -- from whom did he get this idea? Mind trick from the arrested (developmentally IMHO & by LE) individuals to keep these vulnerable boys away from actually helpful adults?

BBM true, there was a movie on the family channel within the last year called "ready made family" w 3 kids a couple was fostering and willing t adopt. the teenage sister was that caretaker child in the fictional movie but it displayed this commonality.

Here is the arraignment from a news account. It shows Coulter before the judge but the reporter talks over everything and we can not hear Coulter's answers to the judges questions. Nor is there any reason given why Coulter is being held in a "Mental Health Facility".

To be honest, I find the reporting on this case leaves a lot to be desired. I guess its probably because it is mainly a "local" Houston story as opposed to a nationwide store.

he was prob not at a separate facility, probably housed in the mental health unit or safety cell.

In my opinion, drug addiction and drug use is the underlying cause in this case as well. There is just not any other reasonable explanation. Coulter's Instagram account seems to include a lot about his drug (marijuana)/alcohol use.
he seems perped out to me.

Where were they getting their money from? Government handouts don't seem enough to sustain these two. Accommodation, steak dinners, wine, running a car.
Drugs. Bling. Somethings off. MOO
SDI, TANF, snap and pebt covers most of that and betting there was some housing assistance thrown in there.

I’m surprised she didn’t go after child support from all of them.

you can apply for survivor benefits from ss but if they never paid into ss there would be nothing to get. maybe the fathers didnt have anything.

Why isn't a DNA test required to prove paternity when the alleged father is incarcerated?

Who do you want to pay for that testing? AFAIK, no state requires that by legislation or policy.

When the alleged father agrees, papers are processed & legal paternity is established, birth records (usually) updated.

When the alleged father denies paternity, testing is offered. Back in the day this involved a blood draw, today a buccal swab. (Workers learned quickly -- the first person to roll up that sleeve is right.) If the alleged father declines, the Prosecutor's office is involved next and the cost to the taxpayers goes up again....

The mom was getting two disability checks per month for two of the boys, one being Kendrick. One check was $984 and one $950. Something like that. Not sure where the article is. Doubt they worked at all but wouldn't be surprised if drug selling was also going on. The boys probably had $20 spent on them in a whole month, if that.

Would they have benefited from the Covid stimulus package as they no doubt would have been low income earners? It was costing them peanuts, or should I say snacks like noodles, chips and soft drinks, to feed the three surviving boys.

Covid $ went to any couple earning less than 100k/yr. I don’t know the income limit was for single parents, but if she was already receiving TANF, she qualified. JMO.

That mother of the year probably got the stimulus cash and spent it on her lovely boyfriend. We saw the pictures he posted with his steak dinners and new kicks and fresh bud...
