What is this on his right foot?

Conroe Police Department, Texas

At 7:20 this morning CPD received a call of an escaped prisoner in the 800 block of N. Loop 336. Texas Prisoner Transport Services was transporting a group of prisoners from various locations across the country. There were two guards and 10 prisoners aboard the van when they stopped at McDonald's for food. Cedric Joseph Marks was able to escape the van and fled south of the location. A perimeter was set up and a search conducted utilizing K9 officers and law enforcement from multiple agencies. After an extensive K9 search and new video surveillance emerged, law enforcement regrouped and began a grid search from the original location. The suspect was located in the 1000 blk of Windswept hiding in a trash can. The suspect surrendered without incident, is in custody and is being interviewed.
At this time the circumstances surrounding Marks escape are still under investigation. Once the investigation is complete the finding will be presented to the Montgomery County District Attorney’s Office.

It looks like he traveled on foot for almost 1 mile. From McDonalds to 1000 blk of Windswept: Google Maps

Maybe, considering the other foot is barefoot! No wonder he didn't get very far- barefoot and shirtless. MOO

I am waiting on the details of how he escaped.

To transfer a dangerous double murderer with a long history of crimes in a van with nine other prisoners is asinine! Who makes the call on how a vicious criminal will be transported?

I think what looks like a scarf is part of the jacket. Screen shot from the youtube video I posted above:

But good question on where did he get that jacket? They don't seem to be taking it off of him either... just checking the pockets... :confused:

Cedric Marks, MMA fighter, caught after escaping a police van - CNN
Marks was in restraints, according to CNN affiliate KPRC-TV, but after he escaped, he was able to get out of his shackles. Lt. Dorcy McGinnis with the Conroe Police Department said during a news conference Sunday that two employees from the transport service and nine other inmates were in the van at the time.

"We do believe there was still one (guard) in the van or near the van," McGinnis said when asked whether Marks was being supervised. Police described Marks as extremely dangerous.

“Christy said they believe Marks was in the trash can all day long. He said Marks did not contact anyone during his escape.

"We're really excited for all the assistance we received from other law enforcement across South Texas," Christy said.

Christy and Montgomery County Sheriff Scott Spencer confirmed the two murder warrants were issued by the Texas Rangers.”

'Extremely dangerous' inmate captured after manhunt in Conroe

“What followed was a day-long manhunt involving 17 agencies, which deployed helicopters, K-9 tracking dogs, multiple ground units and automated phone calls warning local residents to stay indoors.

By Sunday afternoon, K-9 units had tracked Marks to where he hid inside a 55-gallon trash can two blocks away.

"(Marks) surrendered without incident," said Conroe Police Department Chief Jeff Christy following Marks' recapture.”
