In addition to capital murder, Chief Craig Spencer said a Tarrant County grand jury indicted Cindy Rodriguez-Singh on two counts of injury to a child and one count of abandoning a child without the intent to return.

“Today is emotional for many of us,” Spencer said Monday afternoon. “This is a rewarding part of the investigation where we feel like our work in this effort is finally paying off … but at the same time, it also confirms our biggest fear.”

Singh is believed to be in India with her husband, Arshdeep, and her six other children. Spencer said Monday that the indictments should help drive the extradition process forward and that his department was working with federal partners to find the boy's mother and stepfather. Spencer said if the boy's stepfather is also found, he expects to file additional charges against him as well.

“Our hope is that we will be able to work with the federal partners and they’ll be able to work with international partners on getting her apprehended and brought back, and get some answers to those questions, because we still have unanswered questions,” said Chief Spencer.

Because Noel’s body has not been found, his mother is charged with killing him by unknown means, Spencer said. In order to get the indictment, investigators provided the grand jury with evidence that ruled out any other potential outcomes of what happened to the child, he said, leaving only the conclusion that he was murdered. Investigators also presented evidence showing a history of neglect and abuse, including an incident when a family member said Rodriguez-Singh beat Noel with her car keys because he drank water, Spencer said.

SMH. Beautiful boy. Somehow (!!) he was left behind, alive or dead.
Hoping someone found him alive and took him to take care of him and became afraid to report it (yes, ridiculous and not very likely, but one can hope).
Heart-breaking and aggravating. SMH. :confused: :mad:

The Dallas FBI is offering a reward in the global search for Cindy Singh, the mother of Noel Rodriguez-Alvarez, a 6-year-old disabled boy who has been missing since October 2022 and is now presumed dead.

Dallas FBI Special Agent in Charge Chad Yarbrough said Thursday that the FBI issued a UFAP (Unlawful Flight to Avoid Prosecution) warrant for Cindy Rodriguez Singh several months ago and was now adding a $25,000 reward that will hopefully generate more tips and help authorities track her down. Chad Yarbrough, the special agent in charge of the FBI’s Dallas Field Office, declined to comment at a news conference Thursday on whether investigators believe Rodriguez-Singh is still in India, but said they are following up every tip they receive.

“I am confident that the combination of continued publicity, the significant reward now being offered in this investigation and the team of experienced investigators that have been assembled to address this issue are going to lead to the arrest of Cindy,” Yarbrough told reporters.
