In October 2023, a Tarrant County capital murder warrant was issued for Rodriguez-Singh.

In November 2023, a federal warrant for unlawful flight to avoid prosecution.

The FBI says they have followed up on several tips and are working with international partners to arrest and extradite Rodriguez-Singh.

The FBI and Everman police provided an update Thursday – for the first time in 10 months – on the AMBER Alert case of missing 6-year-old North Texas boy Noel Rodriguez-Alvarez.

The FBI announced a $25,000 reward being offered for information leading to the arrest and conviction of Cindy Rodriguez-Singh. Chad Yarbrough, special agent in charge of the FBI Dallas Field Office, said he hopes and believes the reward will help tips of Rodriguez-Singh's exact whereabouts.

The police chief echoed the gravity of the situation.

“The immediate capture of Cindy Rodriguez Singh is so incredibly important in the interest of justice, the safety of our communities, as well as the safety of the other children in her custody,” Spencer said.

Noel’s one-time foster mother also spoke up about the case this week in an interview with Dallas-based ABC affiliate WFAA.

“Cindy, I think you need to come back, turn yourself in, and face the consequences of what you’ve done,” she told the TV station. “It’s not too late to tell what you know.”

Details of Disappearance​

Noel was last seen in Everman, Texas sometime in October 2022. He has never been heard from again. His mother, Cindy Rodriguez-Singh, told various different stories to people to explain his absence.

At one point she told Noel's grandmother that she had sold him to another woman she had met at a Fiesta Market grocery store. She also asked someone if she could borrow their child to pose as Noel at one of his medical appointments, so she could keep receiving government benefits for him.

On March 20, 2023, someone anonymously reported to Child Protective Services that Noel had not been seen for months. When police spoke to Cindy, she said he had been living with his biological father in Mexico since the previous November. When authorities checked on this story, however, they found out Noel wasn't in Mexico with his father. His father had been deported prior to his birth and had never met him, and there is no record of Noel crossing the border.

On March 24, just a few days before an Amber Alert was issued for Noel, his entire family fled to India: Cindy, her husband Arshdeep Singh, and Cindy's six other children. In October, she was indicted in her son's case: one count of capital murder, two counts of injury to a child, and one count of abandoning a child without intent to return. Cindy's husband has also been charged, with one count of felony theft for stealing $10,000 from his employer.

Witnesses told police Cindy was an abusive and neglectful parent who would withhold food and drink from him because she didn't like to change his diapers. In the days prior to Noel's disappearance, she had described him as "evil" and that he "had a demon in him" and might hurt his siblings.

Just weeks before fleeing to India, Cindy had paid for a new concrete patio to be poured in the backyard of her rental home on Wisteria Drive. Cadaver dogs detected the scent of human remains in the soil under the patio, and also on a carpet that had previously been used as the floor of a makeshift shed that had stood where the patio was poured.

Authorities have not disclosed much of the evidence they have against Cindy, but stated they were trying to locate her and her husband and arrange for their extraditions to the United States. Foul play is suspected in Noel's case due to the circumstances involved.

I think she could get away with looking local in India, especially if covering her head. It is such a big country with a large population. They could easily disappear. A very brief google search tells me Singh is also a higher caste name, which would suggest more 'elite' connections.
ETA: I'm an Anthropology grad. We studied the caste system and its cultural significance

It was two years ago, today that the Amber Alert for Noel was issued. There is no new information. :(

EVERMAN, Texas — Although two years have come and gone since the Everman Police Chief Craig Spencer got the biggest case of his career, sometimes, it still keeps him up at night.

“We have no answers, still," Chief Spencer said. “We had a very intense feeling of urgency to try to find out what happened to the six-year-old boy.”

Today, there is a park in Everman that is dedicated to Noel. One that Chief Spencer, a father of two 5-year-olds, brings his kids to.

“Every time I take my kids to that park, I think about Noel and his case," Chief Spencer said. "This will continue to stick with me personally.”

North Texas fugitive Cindy Rodriguez-Singh, charged in the death of her 6-year-old son, has been added to the FBI’s Ten Most Wanted Fugitives list, authorities announced Tuesday.

The reward for information leading to her arrest has been increased to $250,000, the FBI and local law enforcement agencies said Tuesday morning at a news conference in Everman.

Rothrock said authorities believe Rodriguez-Singh is in India, but she also has connections to Mexico.

With the sizable reward for information and the publicity the most-wanted designation brings, Rothrock said he’s confident the FBI and its international partners will soon bring Rodriguez-Singh back to the U.S.

Great news that she was found! It happened quickly after she was put on the FBI Ten Most Wanted List and the $250,000 reward was announced. I was always worried that she would never be found in a country of a billion people.

Following are videos of three news broadcasts. The first one (WFAA) is a discussion with reporters who have covered the case since the beginning, and it is 18 min. long. The other 2 are around 3 min. each.

They don't know yet if Cindy's husband was also located and arrested. They were able to confirm that the six children will be placed in foster care after they are returned.
