Tarrant County court documents give a look at how prosecutors are planning to pursue their case against the former FBI's most wanted fugitive.

Among the first of likely many motions to come in the capital murder case against Cindy Rodriguez Singh involves her tattoos.

The state requests that each of the tattoos on the child murder suspect’s body be photographed. The document states:

"Requiring the defendant to display tattoos in front of a jury does not violate the Fifth Amendment because the display of tattoos is non-testimonial in nature."

The name attached to Cindy Rodriguez Singh’s court cases is Cindy Cecilia Rodriguez.

On Friday, she appeared in Tarrant County family court for a case related to the termination of her parental rights for her six other children. It’s not clear if those children are in the United States or in India, where Rodriguez was captured in August.

The details of that case have not been made public.

The husband’s current status is unknown.

"So the court may be taking action to exercise jurisdiction to say that the Texas court still retains the right to decide the best interest of the children as opposed to courts perhaps in India or wherever they may be," Wilson said.

The mother of a missing 6-year-old North Texas boy has been indicted in connection with her son's suspected death after she was recently arrested and returned to the U.S., records show.

A grand jury in a Sept. 8 indictment allege Rodriguez-Singh "did intentionally or knowingly cause the death of Noel Rodriguez...by manner and means unknown to the grand jury" on or around Oct. 25, 2022, court records show.

The grand jury also allege Rodriguez-Singh withheld water, food and medical care from Noel, left him "unsupervised at an unknown location," and "did not have an intent to return for the child," according to the indictment.
Rodriguez-Singh remains in the Tarrant County Jail, held on a $10 million bond, jail records show.

Cindy Cecilia Rodriguez-Singh, the mother of a missing Everman boy who was returned to Tarrant County from India last month, has been indicted on a slew of new charges.

She was initially charged with capital murder of a person under the age of 10. On Monday, she was indicted on two counts of injury to a child, one count of abandoning or endangering a child without intent to return and one count of abandoning or endangering a child with imminent danger of bodily injury.

All of the new charges are felonies. Rodriguez-Singh has also been federally charged with unlawful flight to avoid prosecution.
