Actually, imo, Officer Goodie appeared to be the one who made the initial 'stop'. She seemed to pretty much have things all squared away with the four friends when Councilman Miller came out of his house and asked what was happening. Officer Goodie and Councilman Miller discussed the matter and it seemed to me like they were just about to wrap it all up (at least one of the four friends had his hands up the whole time) when Officer Kelley (who had been totally silent) decided to butt in and told Councilman Miller to back up, to get over there, and it instantly escalated, to where there was some sort of tussle, (or Officer Kelley tripped on a tree trunk, maybe) and Kelley and Miller seemed to both end up on the ground, Kelley's camera fell off, and next thing you know is Miller was on his knees with his hands at his sides and Kelley told him to put his hands behind his back, and almost without waiting for compliance, shot him in the back with the two-pronged taser.
Some more police arrived, including a couple of fat out of shape ones, (one of which might have been the Chief of Police). Then, everyone stood around and waited for the EMS people to arrive with their alcohol, gauze, and band-aids to remove the taser prongs from Miller's back.
Officer Goodie talked some more with the four friends and they were allowed to disperse.
Officer Kelley did not have his 'Miranda Rights' card with him so he requested Officer Goodie to get hers for him. He read Miller his rights and drove him off to jail.
The 'Chief' kept telling people not to talk while their or anyone's cameras were recording. At one point he can be seen walking off with a fellow officer who could have been his twin, or at least his body double. I guess they were discussing what exactly to do with the situation.
In my view, if Officer Kelley hadn't butted in and he had simply waited another minute or two, nothing would have happened. Up until the time he butted in, Goodie seemed to have it all under control and was doing nicely.
Kelley needs more training, imo. He reminds me of the guy in Cinncinnati who killed Sam Dubose.

Thank you for the link and rundown. I agree Officer Goode seemed to have it all under control and it would have ended differently if Kelley hadn't interfered.
I wonder about the tussle... if Miller had started something or gotten physical he would have been charged with assaulting a police officer. Since he wasn't I think maybe you're onto something with the tree trunk (or curb, rock, whatever). The way Kelley asked Goode who she was dealing with... not sure but it seemed like maybe he was eager to go after Miller. Maybe it was something personal.
When Kelley was yelling at him to get over there, again, it seemed like something personal between them. Miller wasn't interfering and by then he wasn't with his group of friends.
When you're on your own property, or where you live, can the police order you around like that? Maybe he doesn't own the actual lawn because it's an apartment building, but I don't think it's any different.
All jmo, of course.
