This is a really helpful post, thanks. I have attached some map views from Lewes to Newhaven for reference. There's a hell of a lot of watercourse between the two and I'm familiar with the flood plains around there and over Seaford way (not relevant here).
I was going to post this earlier but don't pretend to have any expertise in this, so I'll defer to you! I also feel it's unlikely he made it into the bay past the marina.
But I still feel it's most likely he went in. So where is he?
Yes the river and the area has lots of tiny waterways especially around the campsite, like water ditches, I doubt he'd be anywhere near those but you never know, he could have got lost, fell in a ditch and didn't come out and yet to be discovered.
I sincerely doubt he would have made it out to sea from Lewes if he ended up in the Ouse regardless of the weather or floods.
If you think about it, there's still many outstanding missing person cases throughout the UK, people disappeared into thin air never to have been seen again. Although in todays world with CCTV etc being fairly common, it's still highly possible to evade CCTV either knowingly, willingly, by mistake or just pure luck. Some CCTV cameras move on a rotation and therefore aren't focused on one spot 24/7 making it that bit easier for a person to be missed on camera while it points elsewhere.
Where is he? We're all assuming that all is well with Anthony and his intention was to go home, but there's also the other side of the coin with quite a few different options for what has happened. No arrests we know about in connection with his disappearance and no evidence he came to harm from what we know about.
Still a wide open investigation on the face of it it seems.
