That’s not the law as far as I can gather, and there’s no indication he brought the gun in while openly carrying it.

He looks younger than that to me, but it's not a great pic so it's really hard to tell. My first thought was about 20.

I agree.
This person looks really young - which surprised me.
I thought it would be someone older.

Provided, of course, this is the shooter.
There were already 2 ppl arrested and then released.

Besides, it might sound silly,
but in the first picture, it seems IMO this person's waist is defined - like a girl's.
(waist-hips ratio)
Actually,
the way how this person moves looks feminine to me.

But, on the other hand,
I can see shortly shaved whiskers on the person's side of the face - so it means this is a man.

You must have a permit but yes you can open carry on campuses in Utah

They guy in the video seems to be limping on his way to the scene.

Looks like gun was in one pant leg. Backpack may have been used as support to keep the gun stable for the shot.
Conjures thoughts of Keyser Soze…

Yes, agreed. I would guess more in the 25-29 range--but there are students who go part time or go longer through graduate school so maybe FBI was referring to that?

I think he has the rifle stuffed down his right pants leg.
Hence the stiff-legged gait.

This might also explain some of the strange looking movements (even though pictures are still) on the stairs.

Well, that was obvious he had something in his pants or a serious limp due to a medical condition in the before video.
The guy on the roof runs away, so the limp is not medical, IMO. And assuming these are the same person, of course.

From the article: "It's interesting that the man is hobbling ... law enforcement says they recovered a bolt-action rifle -- a Mauser .30-06 -- at the scene, and it looks like he may have the rifle hidden under his clothing, hence the hobbling and strange gait."
