I created this thread hecause I noticed he's listed as a rule-out for various missing people but couldn't find a separate thread for him.

I hope he will be identified. I wish that they had provided his height / weight / detailed description of his clothing and shoes, description of his bicycle.

I noticed he is described as having a goatee, but his reconstruction does not show it.

Moving case up. Wish we knew which identifiers are available.

Maybe we can work on this case a bit. Perhaps he was reported missing from a different state, not Virginia.

Can someone start by listing his known rule-outs please?

A bit difficult on this one as there are 64 pages of exclusions listed. First time for me seeing this many.

Wow! Nevermind then. I guess his case has been well worked-on well. Are the Rule-outs from all over the U.S.? Or mostly the state of Virginia?

They're from all over the US, especially the western states.
