I have to respectfully disagree - not that someone probably should have recognised it, but in terms of it not being their natural gait.

Speaking as a pigeon-toed person, I tend to walk quickly, it doesn’t affect my pace. People are born with it and there may be other musculoskeletal differences or adaptations that contribute or result from this type of thing, so you end up with a slightly odd gait - compared to people who don’t have to learn to avoid tripping over their own toes from a young age. The POI’s gait certainly reminds me of my own when walking at pace; it’s a bit more exaggerated in terms of the way they swing their feet when jogging, but I have used specialised orthotics for a long time, have had various medical/physio interventions over the years, and am not bow-legged.

If you’re a ‘normie’ try turning your toes (the whole front ‘pad’ of your foot) inwards and walking/jogging whilst keeping them pointed inwards - most people will trip. I can’t see someone managing to ‘put it on’ at pace. I am not sure it’s easy to fake being pigeon-toed, and to fake it consistently (before and after an crime), especially considering the POI appear to be on the bow-legged side (which could contribute to the way someone walks).

In light of another comment elsewhere about wearing bigger shoes on the thread I’d also point out that, for a pigeon-toed person, that is nigh on impossible. You are adapted to how you are, add an inch or two in length onto your shoes and you’ll be tripping over like a 4 year old again!

I agree with this. I am pigeon toed and how I walk just feels normal to me at this point. I don't think this is anything that can be faked.

I know this is an older thread but maybe luigi mangione was the killer? Not saying he definitely is but the poi had on expensive clothes and looks like luigis build. Just seems like a possibility but don't know what the motive would have been.

The first thing I noticed when the CEO shooting was being covered was how similarly Luigi and the Scott Ratigan perp were dressed.

I personally think it was young males just looking similar for murdering someone. Males are lacking in the creativity and cleverness department.

Things like this are why I believe someone like Missy Bevers killer was a woman. Sheila warren killed her love rival by dressing like a clown and shooting her at her doorstep. Let’s not even start on the crazy cross country trip of a certain female astronaut….

I am not 100% convinced that the perp in the footage isn't wearing some kind of reflective visor.

There is one thing I find interesting about the perp.

I was an athlete and soldier for almost 30 years. I cannot recall any white males being “bow-legged”. It was not too uncommon for AA males, but I am having a very hard time recalling ever seeing a white male that had the “bow-legged” walk.

I continue to think that the person that murdered Scott will leave a souvenir - (something collected from the scene); out where a person spots it.

Five and a half years is a long time for parents to go without knowing why their son was killed.

The theory at one time was a paid killer. IMO it was done by a person that was familiar with Scott.

Updates are so few and far between. Hard to believe it's coming up on 6 years before long.

I’ve been digging into this case for a while now, and I have this weird theory that’s been stuck in my head.

We already know the POI is male, and his walk looks pigeon-toed with a bit of an anterior pelvic tilt or thrust. This kinda stance is pretty common in Japanese people because of how they sit growing up, so it made me wonder. Based on his smaller frame and this gait, I feel like he might be mixed or have some kind of Asian background, maybe Japanese in part. I’m not fully sure yet but it keeps pointing me there

Tragic case. Were residents in The AVA building too engrossed in themselves to notice strangers walking the halls? Didn’t anyone notice a person dressed differently? Closed circuit monitors weren’t working due to construction? It stinks that the security footage was not captured in the building, or at the doors.
Thinking of the Ratigan family and hoping more evidence will be released tithe public!

Arlington County Police Department released surveillance footage of a person interest in the murder of Scott Ratigan in 2021, one year after the killing. As of July 2024, police had not found the person and no arrests in the case had been made.

In hindsight , and just MOO from reading the thread - I think momentum was probably lost in 2020 on this case because of COVID happening in the west in just six weeks after this -we forget sometimes, how end of world COVID felt in March 2020 - how lots of industries were still figuring out how to work from home etc.

Even interviewing suspects etc probably had to wait months perhaps in person

Maybe the unusual walk is from an injury sustained during the struggle with Scott. If that's the case maybe the person went to a hospital if it became too painful. Could be useful for police to look into names of people who went to a hospital nearby for some kind of leg/foot/ankle injury within days after the murder.

I lived in the building at the time and if you’re not used to that type of building, it’s hard to fathom how large it is. You have NO way of knowing who is or is not a resident. It’s two towers of 22 floors each with 100+ rooms per floor. Rooms ranged from 1-3 bedrooms so there would be thousands of residents. Not to mention visitors, delivery people, nannies/babysitters, cleaners, movers, repair people, construction, on and on. Even the most observant wouldn’t have been able to tell this person from someone who “belonged” in the building. Not to mention the two towers are only connected on the first floor, so I easily lived there for years without ever seeing some people from the opposite tower.
Security cameras weren’t great when they worked even.
The doors were all key fob entry but given the amount of foot traffic, it was extremely easy to tailgate in after someone who had a fob.

I've noticed sometimes when LE periodically re-release the video of the person of interest in SR murder they never mention race. Are they relying on viewers interpreting what they see in the video? On WS we've gone through white male or possibly Asian male but isn't it possible that the individual in question could be mixed race or South Asian? It was overcast mostly on that day with a high of 29F and a low of 17F. It did get sunny later that so some images of POI appear very bright which could change the complexion of the POI.

I've said it before and I'll say it again. I have never been interested in a case where there is almost ZERO information provided by his family about Scott and what his interests were, who he hung around with, whether he was into sports, why he was between jobs, anything personal about him. You'd think you'd want the public to be invested in finding his killer and how you do that is to make Scott a person, not a victim. Whether LE instructed his family not to release details of the case, it doesn't alter the fact that besides the public plea of his father initially, very little has been released about who Scott was, by his family OR his friends. A friend of mine, her sister's daughter was murdered by her SO, who also committed suicide. She couldn't not talk about it, the family just wanted to know, WHY? Even the Sherman murders where so many people are convinced there is familial aspect to the case, the family do speak publicly about it. Not so much now because it's coming up on 8 years in a week.

In Virginia, the results of an autopsy are not available to the general public like they are in other states or countries. But the death certificate is a public record that can be accessed. Not being an American, I don't think I could access the files but I sure would like someone to try.

I always find it odd, that when Scott was initially found by his sister and her companions the 911 call was about a cardiac arrest. I find it strange that someone who had blood coming from his mouth, his neck and his hands would think he had a cardiac arrest. To me it sounds like he was stabbed multiple times; that the hand injuries were classic defensive wounds, the blood from the mouth because he had injuries in his lungs, and the neck injury from a knife wound.

We can't forget LE have only ever referred to the person in the video as a POI, not a suspect. We could be chasing our tails here. We make up stuff to fill in the blanks. Like thinking the tape on the backpack was meant to obscure some salient details that would identify the POI when it's quite possible the guy was cyclist who had reflective tape to be visible to drivers or a runner who regularly ran on roads at night. I don't believe LE have ever said he was IN the building, only that a resident thought they might have seen him.

If the person on video isn't really the suspect than maybe it's a lot simpler than police think. It is kind of convenient that the sister left for an hour and this happened within that time frame. I wonder if the police talked to the friends that she met at the airport to see if she showed up unannounced or if it was her idea to meet them there. Not saying she was involved but If it was a brother he was living with, instead of a sister, I think they would be more likely to look into that angle.
