Why was he pulled out by the officer? Because he was not obeying the officer's direction to get out of the vehicle. The driver was pulled over for not wearing a seat belt because the officer noticed it; there's no proof of profiling in this case.

because he asked why he was being pulled over and asked to speak to a supervisor. People who abuse power dont like to be questioned when they are abusing the power.

He was told why he was being pulled over. Why did he feel the need to speak to a supervisor? Did he think the supervisor was going to tell the officer to let him slide? Or was it because he thought he was special, better than or different than any other citizen not wearing a seatbelt? How was the officer abusing power? Because the scofflaw didn't like being caught?

Written the guy a ticket and moved on.

As a teacher, we were taught how to deal,with kids.

We were not into escalation. Doesn’t LE get training?

Explain that he understands that the guy is upset, but he was not wearing a seatbelt.

Here is your ticket. You can fight it in court or call my supervisor. Drive safely. Good bye

How's the officer supposed to give him a ticket if he refused to give his driver's license and insurance card?

Did you see the video? The officer was very calm and spoke in a calm voice. He told him it was just a simple traffic citation for a seatbelt violation and he would have him on his way in 5 minutes or less. He even said after that you are free to file a complaint.
