WA - Cascade Mall, 5 fatalities, Burlington, 23 Sept 2016 *Arrest*

His mother claimed in 2014 that the guns were removed. Obviously his mother and step-father knew he wasn't supposed to have access to guns. And yet he managed to steal multiple guns from the step-father.

"A prosecutor asked about firearms, and Cetin’s mother said those were removed, according to court records."

He had to be living inside the home with them at that time. Didn't he leave?

If he was no longer living there then they would have a right to bring their weapons back into their home or if the court order had expired. I haven't read your link yet, jjenny. As much anger as he had his parents probably wanted a way to defend themselves should he ever come there in a fit of rage. I don't blame them. We have seen what teens can do to parents that are even good to them.:(

I am wondering how long AC has been in the states. There is no mention of others knowing him in grade school. Just a mention he was in junior ROTC.

I am not that familiar on how women are treated in Turkey like I am with other middle eastern countries but many middle eastern countries are known to persecute females where the female is seen as having no human rights whatsoever. Its the middle eastern countries which has some of the worst human rights in the world, especially to women and gays. Even the women are stoned and killed for being raped instead of the rapist put to death.

So I am wondering if he absorbed the cruelty against women he saw when living in his home country. Whatever middle eastern men do to women there seems to go without accountability even if they are violent crimes perpetrated against the female. This may have been instilled in him even by his own biological father and he fully believed all women were there only to please the middle eastern male. So when he comes here he does whatever is acceptable in his own country but since we are a country of laws he is rebuffed. He realizes America has a much different belief system where women have the same rights as everyone else and its far different from where he came.

Remember the 1200 women who were sexually assaulted in Germany during New Years by the middle eastern refugees? I believe they too had been instilled to believe that no woman has any value or worth and are there to only please the ME male population so those 1200 men also felt entitled to do whatever they wanted to do against any and all females.

IMO

He isn't a US citizen, so whatever ridiculous bets he was making, he couldn't actually vote in a presidential election.

Most of these mass shooters don't even vote and never have even if they are US citizens.

with details from a court document, including this:

According to the documents, Cetin later told police that he had committed the killings. The documents do not offer a motive for the shootings.

According to the documents, Cetin had dinner with his stepfather at 4:30 p.m. Friday, about 2½ hours before the shootings. At some point, the two men had a falling-out, but the documents don’t indicate when.

Cetin left dinner, telling his stepfather he was going to work at his job at an Oak Harbor gym.

Interesting history of Turkish women. https://en.m.wikipedia.org/wiki/Women_in_Turkey

Do you think you think Brock Turner had a similar upbringing?

ARCAN CETIN TOOK 1 MINUTE IN CASCADE MALL SHOOTING TO KILL 5 IN BURLINGTON, WA, PROSECUTORS SAY
AP via ABC7 Chi.

According to documents released by the Skagit County Superior Court, [...] shot a teen victim Friday evening near some clothing racks.
[...]
Then he walked to the cosmetics counter where "he encountered and shot the adult male victim, then shot three adult female victims."

After shooting the five people, [he] placed his Ruger rifle with a 25-round magazine on top of a cosmetics counter, left the store, entered a vehicle and fled the Cascade Mall in Burlington, Washington.
[...]
[He] also appeared to have blogs on the site Tumblr that had not been updated in many months. They included seemingly random posts about serial killer Ted Bundy, a collection of selfies, the top-secret Area 51 Cold War test site and photos of Iranian Supreme Leader Ayatollah Khamenei and Islamic State group leader Abu Bakr al-Baghdadi. The two blogs linked back to each other and one of them linked to what appeared to be his Twitter page.

I find the first entry and exit very strange also. Typically these folks dont really care if they get caught or die.

If your plan is to go shoot a bunch of people the notion to check things out seems weird. I think part of the answer would be did X work in that dept. That would at least explain the location hunt prior.

I would also think there has to be a sudicide angle to all of these - so maybe he was "ready" and when got there and she was not there - his deal was f&&& I&
Same thing with NY bomber, I really cant believe that anyone in this day and age does realize or CARE (key) about all the cameras on the planet.

That has to indicate some inifference to getting caught, living etc. Any info on stepfather - drinking? DId step dad abuse mom?? Son in role of protector?

The wieght gain could indicate incresing depression - obviously not a happy home. How long were they married?

Was he found at moms house?

I don't really find the entering, exiting, and coming back that odd. I know the Omaha mall shooter did the same thing.

I don't really look too deeply at why he chose Macy's or the makeup area. There may be no real reason for it.

For all we know, he may have wanted to kill a bunch of people and then realized there weren't that many people around so he just left.

I wouldn't think anything of the make-up location either, except he posted a question about make-up on social media. He asked if someone likes it, IRRC.

Most guys don't post on SM about make-up, so that stands out as unique to him. Add that to the shooting location, and I think there is a case that he chose that place because it was a make-up counter.

My hunch (only a hunch) is that he was lashing out at the type of women who wear make-up. In our culture, make-up isn't something most of us are bothered by - we might notice if someone wears heavy make up, is skilled at applying make-up, or prefers a fresh face....but we don't really care. Perhaps he read more meaning into make-up.

Maybe he saw make-up as a deception, or it indicated promiscuity, or that it represented an idle woman wasting time....who knows. But I have a hunch there was a connection.

I could be way wrong, of course, about the cosmetics angle, but even so, this guy seems to really disrespect women.

How do we know he isn't a citizen? And do we know when he moved to the USA?

Thanks.

He's a legal permanent resident, by several articles. (Green Card.)

Because of the marriage of the U.S. citizen stepfather, and Turkish mother, and his green card status, it appears he may not have ever been formally adopted by the stepfather when he was a minor.

Interestingly, if the father was active duty navy, it would be unusual for him not not have applied to adopt AC, because of dependent benefits. Benefits are far easier if the military member adopts. That's why a lot of military members adopt the child of their dependent minor daughters (grandchild out of wedlock) so the child remains eligible for services.

But then again, I read that the father retired shortly after bringing AC and his mother to the U.S., and I think dependents of retired members are a whole different situation.

AC bagged groceries at the commissary at one point, according to his social media, so he has, or had, some kind of dependent ID card to get on base.

Here's more regarding naturalization for kids of foreign born spouses:

Q: My wife who qualifies for expeditious naturalization has two children, age 11 and 16. Can they also apply?

A: Children who have not yet reached their 18th birthday will automatically become U.S. citizens when their mother naturalizes, if the children are residing in the United States in her legal and physical custody pursuant to a Legal admission for permanent residence. If the American citizen father adopts his wife's children, they too would automatically naturalize as U.S. citizens provided that (a) they had been adopted prior to reaching the age of 16;(b) had been in his legal custody and had resided with him for two years; and(c) were in his legal and physical custody in the United States as Legal permanent resident aliens.

http://www.state.gov/m/dghr/flo/c23169.htm

It's possible AC was near the age of 16 when he arrived, and so there was not real pressing reason to go thru the adoption process, as he would age out, and not be eligible for naturalization anyway.

His legal troubles go back to at least 2013, by several articles. He would have been 17 then.

  • #458
Well, the immigration stuff is pretty complicated, but the fact that he did not automatically naturalize at age 18, means there was one or more issues complicating why that didn't happen.

And because of that, it's extremely unlikely he was much younger than 14-15 when he came to the U.S, because of the 2 year residency requirement with adoption before age 16, AND the automatic naturalization process once his mom became a citizen. (Naturalization thru prospective adoptive dad.)

Did AC's mother come on a fiancee visa? (likely) Did the husband marry the wife upon her arrival in the U.S.? Was there a delay in their marriage status becoming official?

What was AC's age on the date of their marriage? The date of their marriage would be the date of the mother's naturalization/ citizenship status, I think. (Naturalization of minor thru foreign born mom's naturalization at marriage to U.S. citizen.)

It could also be that his formal legal troubles somehow interfered with the automatic naturalization process, IDK.

Records show Cetin had a half-dozen encounters with police dating back to 2013.

http://www.nydailynews.com/news/nat...-confessed-attack-documents-article-1.2807105

Anyhow, it seems pretty likely that he was never formally/ officially adopted by the U.S. service member stepfather. That also may be why it was hard for the stepfather to dissolve the "no contact" order that he requested a couple years ago after the string of assaults. (Did the father even have formal guardianship, or just the mother?) AC was a minor, living in his home, "nearly adult" child of his spouse, in U.S. on a green card.

https://www.uscis.gov/us-citizenship/citizenship-through-parents

Automatic U.S. Citizenship After Birth - But Before the Age of 18

A Child Born Outside the U.S. is a Citizen after Birth IF… AND...

The child was under 18 or not yet born on February 27, 2001

At least one parent is a U.S. citizen, the child is currently under 18 and residing in the U.S. in the legal and physical custody of the U.S. citizen parent pursuant to lawful admission for permanent residence.

The child was under 18 from December 24, 1952 to February 26, 2001

The child was residing as a Green Card holder in the U.S. and both parents naturalized before the child’s 18th birthday;

OR

If one parent died, that the surviving parent naturalized before the child turned 18.

If the parents legally separated, that the parent maintaining legal and physical custody naturalized before the child turned 18.

If the child was born out of wedlock and paternity has not been established by legitimation, the mother naturalized before the child turned 18.

NOTE: The order in which the child meets the conditions does not matter so long as the child meets all the conditions before his or her 18th birthday.

AC's parents make a short statement. The stepfather appears to be of an age to be retired, if he was active duty Navy.

this article says he graduated in 2015 from Oak Harbor HS.

Law enforcement officials identified him as Arcan Cetin, a 2015 graduate of Oak Harbor High school.

If he is now 20 years old, then he was a bit "late" graduating, and was likely 19+ years old at graduation. If he came to the U.S. around age 14-15, it may have taken him a year longer to "catch up", learn English, etc, accounting for the later graduation age. Or, his mental health and legal problems may have delayed his graduation, and he had to participate in things like credit recovery programs. His juvenile record is likely sealed, but if he was a defendant in SEVEN cases (below), it's likely he was removed from the regular curriculum for a part of high school-- juvenile detention, moved to alternative school, etc.

Court records shows that he was a defendant in seven cases in Island County District Court from 2013 to 2015. KIRO News reported that he was ordered to get a psychological evaluation in a misdemeanor assault case.
