MISSING: Residents Push for Answers About 4-year-old Lucian Munguia, Who Mysteriously Vanished Weeks Ago

October 19, 2022

[…]

According to the Yakima Herald-Republic, residents in the area are pushing for more answers in the case. Five of the residents went to the Yakima Police Department on Monday morning and put signs up that read, “We need answers,” “Did you forget,” and “Justicia para Lucian.”

Yakima police spokesperson Yvette Inzunza said Monday that there has been no evidence of foul play and the investigation is ongoing, but the residents are reportedly concerned about the lack of updates in the case.

“We don’t need to see evidence, we just want an update,” Yakima resident Elizabeth Britton said. “This is about Lucian.” Another resident, Francisco Alfaro, said that without updates from investigators, rumors about the case have been spreading.
“Any information will help us understand where this is going,” he said. “Speculations are coming up because there’s no updates.… If YPD can clear up some of those, it would help a lot.”

The Seattle Times reports that last month, 20 Yakima officers, “three Yakima County sheriff’s deputies, two Washington State Patrol officers, and the Yakima Office of Emergency Management searched the park, using two drones and dogs.” The Air Force branch out of Spokane also helped search last month.

“I just want to assure the public that everything we can do, and the experts are asking us to do, we are doing,” Yakima Police Chief Matt Murray previously said. When authorities pulled back their search in late September, family members, including Lucian’s parents, Sandra and Juan Munguia, started leading search efforts. Police previously said the boy’s parents are being cooperative. No suspects have been named in Lucian’s disappearance.

They think the police have forgotten about little Lucian? It almost feels like they are blaming the police for his disappearance.
Maybe a weekly statement just to remind the public of their continued efforts would help.

Family members of missing 5-year-old Lucian Munguia continue to search and follow up on any lead that comes their way, which is how his father and other searchers discovered an illegal underground bunker on Yakima County property.

“To get a tip that that my son is being held in an underground bunker and then to actually find one like that … Finding the existence of that bunker just kind of freaked us out,” Lucian’s father Juan Munguia said.

SNIP
  • ...discovered the bunker about two weeks ago between Keys Road and the Yakima River.
  • ... was actually being used.
  • Munguia and his family took photos and videos,...
  • ...but it is not significant to Lucian’s case.”
  • This is at least the third illegal underground bunker they’ve had to deal with in this area, all allegedly built by the same man, who’s been living unhoused in the area for years.

Someone had posted about a previous one and had suggested they look for others. It is pretty scary. I wonder if they have done heat signature searching. Would that work in finding someone under ground or is that like military grade searching?

I have no clue but that is a really good question. My guess would be that getting a hit while searching for heat underground would depend on quite a few variables including but not limited to things such as type and technological sophistication of the equipment used, size and temperature of the lost person and/or the bunker itself and the environmental conditions of the location being searched (e.g., outdoor temps, type of soil and vegetation, etc.). Your question leads me to wonder whether ground penetrating radar would be an option in finding other used or unused bunkers. Again this is all a guess as I'm certainly no pro at search and rescue techniques. Heck, I can barely find my keys most of the time. o_O:D Maybe @Trackergd, @Whitehall 1212 or @Oriah would be willing to offer their expertise. MOO

Juan Munguia, who is the father of the missing boy, explained he and his wife’s absence from the public eye was nothing more than not wanting to take the time away from searching for his son.

“I haven’t stopped searching. I’ve been searching this entire time,” he told NewsNation.

The parents say they think he was taken, or he would have been found already. The police feel strongly that he wound up in the water and just hasn’t been found yet.

“We had just got to the park. My kids are usually entertained with the slides for at least five to 10 minutes. It only took me about one minute to change (my daughter’s) diaper. And in that one minute, he was gone,” Juan Munguia said.

GPR is an effective method to find underground objects or voids (bunkers, caves, etc.) Thermal imaging would be hampered by the layer of dirt on top, depending on thickness. If there is an exposed vent with heat exiting during cold weather, that would show up on the FLIR as a hot spot. FLIR=Forward Looking InfaRed. To use GPR would require that you have a general idea where the bunker would be located. Trying to search a large area with GPR would take a considerable amount of time and resources. GPR=Ground Penetrating Radar. Another thought to consider is that a bunker that is heavily used will have a access trail leading to it. Even if unused for a few weeks, a trail should be visible. Might be faster to have a Tracker look for the access trail. The access trail would need to terminate at a residence or a parking area.

TYVM for the info! This helped clear up my understanding of FLIR and GPR search techniques. Hopefully your explanation helped answer @SpicyFruit's question too.

October 27 video address on Facebook by Police Chief Murray, clarifying that there is no video evidence of Lucian at the park. There is no new evidence he can share. The family asked him to do the video.

'I apologize': YPD Chief on KAPP-KVEW's push for video evidence in Lucian case

This is Police Chief Murray's interview with KAPP=KVEW, followed by a short interview with Lucian's mom.

“What I can tell you is there is video — I’m not gonna talk about where it came from or where it was — that shows Lucian leaving the park in a southeast direction by himself. I can tell you that it is true,” Murray told KAPP-KVEW on Sept. 13.

But our team learned recently from sources close to the investigation that the video didn’t exist. We requested a conversation with Yakima police about that evidence and filed a public records request to try to clear up the confusion.

However, Thursday, shortly after receiving an email notifying us our request had been denied, Murray posted a video statement on social media, saying they had determined there was no video evidence of Lucian leaving the park by himself that day.

KAPP-KVEW’s Emily Goodell contacted YPD again after the chief’s statement on social media and talked with Murray exclusively about what happened. We’ve also now learned how the confusion surrounding the video has been affecting Lucian’s family.

Why on earth would a police Chief say there was a video (and he was very specific in his statement about what was in the video) if one didn’t exist? It seems to me that it is very unprofessional to make a statement about specific contents of a ‘video’ when in fact the Chief had not seen said ‘video’. Why didn’t he say in the original statement that he had not seen the video yet but had been told that one did exist? Instead his statement made it sound like he had in fact seen the video…that did not exist. Then he waits weeks and weeks to finally admit that there is no video. The admission comes only after the local news put serious pressure on them to see the video.

This is terrible police work. The LE in this area dropped the ball completely. I believe they had a theory about what happened to the child (that he went into the water) and when someone said there was a video showing him walking in that direction the police chief jumped on it…without having seen the video. He should have made a correction THAT DAY when he realized there was NO video. Who told the police chief that there was a video?

Now is there video of the area at all? How close to where the family parked is any cameras? If there is video has LE cleared everyone in the video? I.e. Who was there and why? Or is there no video in existence at all? I am afraid we’re back to square one.

This is all my speculation and MOO.

This makes me so upset! It sounds like there is no video at all and he assumed he fell in the water and would eventually float up. But that hasn’t happened! Days of searching by his family and they could have been looking in the wrong place all along!!! Does this mean that video evidence could now be lost from local businesses? This also puts abduction back on the table. His family must be devastated! Why did they wait for so long to announce this? So much time lost, if he was taken he could be anywhere! Wasn’t the FBI involved in searching? Even they didn’t think to fix the error?

NO VIDEO?!

PR rule #1 - Don't lie or give out any unverified information. PR rule #2 - If you break rule #1, issue a correction immediately.

This is truly appalling. What an incredible breach of trust.
@Tealgrove, Lucian has an older brother.

YPD is asking that tips be called into 911. There was also a party going on at Sarg Hubbard on Saturday. YPD is asking if you were at that party or at Sarg Hubbard between 6:30 p.m. and 9:00 p.m. on Saturday and took any video or pictures that may have caught Lucian in the background to email them to [email protected].
RSBBM
Was the party discussed early in this thread a true or false report?

Since they have no evidence of how he disappeared, every single person in the park at that time should be found & interviewed.

The sheriff needs to recuse himself & his personnel from this investigation. I hope the governor of Oregon will bring in a local team with credibility to assist the FBI.

There may be a need to have a new FBI team assigned, as well. This search is still at day one IMO because of the lack of transparency that castes all LE in a bad light.

I am now leaning toward abduction. If that happened, invaluable time has been lost unless everyone present at the park when Lucien arrived has already been cleared.

What if Lucien was your son, Sheriff Murray? What heads would roll?

Appalling.

The party was mentioned I think a few days into the search. The Chief had to know within a few days that there was no video, and they stopped searching pretty quickly. Which is more annoying. When people say they lack faith in the LE, these are the cases they are thinking about.

Basic notes.

*"There is no video footage that shows Lucian is going a certain direction. They determined the direction he was going because there is a camera angled a certain way, if Lucian was to walk that direction he would have been caught on that surveillance footage. There is proof he was at the park that day with his family."

* there is no evidence of foul play
* The only options of where Lucian could be would be: 1. The pond 2. The River 3. Abduction
*Dive teams are 90-95% sure he is not in Sarg Hubbard pond however LE is looking into possibly draining it to be 100%.

* The river is not the highest probability due to Autistic kids tend to go places they are familiar and he was not familiar with that area by the river. Access would have been difficult for him. - There has been no sightings of him at the dam but kayakers are being sent down there anyway and they are asking for duck hunters to be extra vigilant. YSO is sending boats out and asking anyone with a drone to send it up and down the river banks.

*Abduction has not been ruled out.
* "Until YPD can prove otherwise the family will still consider Lucians case as a case of abduction."

So there isn’t any video showing he was anywhere in the park?

“There is proof he was at the park that day with his family."

What proof?

It seems like they have a camera, it didn’t catch Lucian in the sense that the video was not the last sighting but maybe caught them coming into the park or showed them at the park?

“We have very strong reason to believe Lucian was in the park, and then he wasn’t,” said Chief Murray.
