I think the mom's desperation is really shining through that video. I know that she is focused on the dogs, but as I've said before, this is something that a lot of people do under stress. They get focused on one thing that they can control (they think), and focus on that. In her mind it's dogs, dogs, dogs, and the mediums she's choosing to believe are encouraging this. I say choosing, because she said that some mediums have told her Sam has passed on, but she doesn't believe them. But the reality is, I think, that if law enforcement had 50 dogs that could have searched, they would have brought them. Many groups simply don't have dogs that can handle such rough terrain. If they indicate on a crevasse, the dogs will have to be lowered into there with technical climbers. Additionally, many of these organizations are likely the ones that the police called to bring dogs the first time.
On a final note, it's not really an insurance thing, and I hope the police are not being so short-sighted to be territorial. Instead, these groups rely heavily on the police department. If they do anything to strain that relationship, that will hurt them. By no means do I think the police have told any group no. Likely, Samantha's family doesn't want to wait for the sheriff's department to say yes. I think that this is an important distinction.
