Does a BOLO have to go out as an official declaration from LE for the car?

Body found in rural Lincoln County believed to be missing Moses Lake woman; husband still unaccounted for
Sheriff Gabe Gants reports that a body believed to be that of a missing Moses Lake woman has been found in a rural Lincoln County and the search for her husband continues.
A farmer found the body in tall grass along the side of Stolp Road off of Kintschi Road around 12:30 PM Thursday. The body answers in the description of Theresa Bergman, who was reported missing on September 18 along with her husband and the subject of a regional search.
Theresa’s body is now in the care of the Lincoln county coroner. The Spokane County medical examiner will conduct an autopsy to determine the cause and manner of death.
Theresa’s immediate family has been notified.
Theresa’s husband, 54-year-old Charles Bergman, is still unaccounted for. He was last known to be driving a silver 2013 Chevrolet Impala, Washington license BLU5395.
Anyone with information on Charles Bergman‘s whereabouts is asked to call the Lincoln County Sheriff’s Office at 509-725-3501 or dial 911.

Today, the sheriff’s office released another photo of Charles Bergman taken recently at an ATM.
“The photo, captured recently on an ATM camera, is shared so people know what he may look like now,” the sheriff’s office said. “For investigative reasons, where and when the photo was captured are not currently being disclosed.”

How did she end up way over there? Her phone pinged near Ritzville? Did he do something to her, or were they kidnapped or carjacked? Did they stop to help someone? At 1 in the morning?

I live about two and a half hours away from Moses Lake, and it's a desolate area. You wouldn't go for a scenic drive at 1 AM, as there would be nothing to see. Moses Lake Area It's unlikely they missed a turn off, IMHO it was intentional to leave I-90. For whatever reason.

It appears after initial information reference Charles being seen at home Sunday afternoon, was not accurate. Detectives reviewed video footage of the area and were not able to confirm him being at home.
After reviewing cellphone data for both missing persons, it appeared there was a signal that was last recorded in remote Lincoln County. Lincoln County Sheriff’s Office was notified and have checked the area. They were not able to locate the missing persons.

Agreed. While it seems unlikely, we could still be looking at a carjacking/abduction, and that footage could show CB pulling money out of an ATM at the direction of another person.

This is very sad news. I did all I could to not have my thoughts go down this path. I wonder if he had a beard when he went to pick her up at the airport and now he doesn't?
