Maybe so. I'm re-watching some videos and it doesn't appear the driver attempts to swerve INTO the parade participants in the beginning but.. things change rapidly.

IMO it was a police chase gone bad, someone fleeing from another separate criminal incident

One tweak to this thought. I think the big question is was it targeted? For example if the vehicle was already in the process of eluding LE, the parade would not have been a pre-meditated/targeted attack.

It doesn’t make it less evil in my mind, but it will be important for LE to determine.

Judging by the route the driver took, just like in Barcelona, he was intentionally hitting people walking in formation. It was no accident.

A police officer shoot at the vehicle as it drove through barricades so it is possible that was what was transpiring. Initially the vehicle does not hit anyone, it just drives along the right side of the road at a high rate of speed

There has been so much false information and they want to make sure that if there are kids that died the students are safe with their families to process it. IMO this long wait is due to a lot of false info that circulated around after other major events in town over the last few years (Slenderman stabbing, school shooting)
