It seems to me that the police response to finding bodies, or having missing persons, is to either describe it as an "isolated incident", or they advise the public to be cautious.
When it's an isolated incident, it usually means that it is not random. It's possible that something about the two bodies suggests that they are related, which could suggest that it is domestic violence. Maybe they ate the same last meal? I don't know, but there must be something to suggest that it is not random, but police are not yet prepared to make that statement.
If it is random, police usually release a warning to the public ... but would there be a warning to sex workers to be more careful if it was an "isolated incident"?
