I had a long discussion with someone here about evidence of proof of residence for an individual. Even though you are registered at one address, you can live at another residence, receive mail, have the new address on your driver's license, but you almost have to say "I now live at this address" for the change of address to be valid and in violation of the "failure to register a new address".

So therefore, the RSO can practically live anywhere they want to in WV and still be within the law.

Westinlund-
While I don't live in WV-I do have quite a bit of experience with this exact problem that you are talking about. If you want to discuss it-please send me a pm. I will tell you how to get to the bottom of it. I made over 20 calls here in my state before I FINALLY got to the right person.

I will be back-let me search YOUR laws. Yanno-I am beginning to believe these SO registries are BS. :(

Actually here is the WV Law-
§15-12-3. Change in registry information.
When any person required to register under this article changes his or her residence, address, place of employment or occupation, motor vehicle, trailer or motor home information required by section two of this article, or school or training facility which he or she is attending, or when any of the other information required by this article changes, he or she shall, within ten business days, inform the West Virginia State Police of the changes in the manner prescribed by the Superintendent of State Police in procedural rules promulgated in accordance with the provisions of article three, chapter twenty-nine-a of this code: Provided, That when any person required to register under this article changes his or her residence, place of employment or occupation or school or training facility he or she is attending from one county of this state to another county of this state, he or she shall inform the West Virginia State Police detachment in both counties within ten business days of the change in the manner prescribed by the superintendent in procedural rules promulgated in accordance with the provisions of article three, chapter twenty-nine-a of this code.

IT is time that LE start getting STRICTER on the way they find out if these offenders are REALLY living where they say they are. In my state-they send a flippin post card that has to be returned. What a joke-right? ANYONE can fill that postcard out-and they know that. :furious:

The pond is approximately 800 yards due north of the fire station. There is a road that winds it's way past it.

Depends on what county they are arrested in. Lewis would go to Central. There is always the possibilty that the person could go straight to federal jail isn't there? If it's the FBI that makes the arrest?

So glad they haven't quit searching. I wonder where the tip came from. Hope it pans out! Aliayah we still have hope that you will be found.

Is there a federal jail? There are federal prisons but no one goes there until convicted. I think everyone that is arrested is taken to the regional jail. Once convicted felons have to stay in the regional jail until space becomes available in the federal prison. Then they are sent to Oklahoma for processing to get their inmate # and rerouted to a federal prison.

Just got back from Wally World. Glad to report that Aliayah's poster is prominently displayed on their board.

Aliayah, you poor little soul. People care more for a lost pet than your parents care for you. If that isnt enough to break my heart, I dont know what is. My mom always said that god looks out for little children like Aliayah and i hope its true. How old is Aliayahs dad? Do we even know who that lucky sperm donor is? Sounds to me like Aliayahs mom could just have guys draw straws for paternity o the month. :waiting:
