This is from 2010 (updated in 2014) but gives a good overview of crime in CA state parks - and of the difficulties in retaining/filling ranger positions. Rising crime dims luster of CA state parks (Sacramento Bee)

The homicide detectives from earlier reports/news videos - for example, Lt. Rodney Moore - are with LASD. The Homicide Bureau falls under the Detective Division. Organizational chart of LASD

Five rangers. Malibu Creek State Park is over 8000 acres. Point Mugu is 14,000 acres including five miles of coastline. It takes at least 30 minutes to travel between the two parks. I don't know how five rangers can effectively patrol an area of this size.

The public does have a right to information which is why you have legislation like on a federal level like FOIA and, in California, the California Public Records Act. An amendment to the California state constitution states very clearly that 'access to information concerning the conduct of the...

There were a number of posters making the same sort of comments, like you see on many WS threads. I wasn't singling anyone out, just pointing out the vague, perhaps reflexive LE praise-ology that might not be compatible with reality. We like to think those charged with public safety are in...

Re: LE I'm surprised to see the comments here along the lines of 'I'm sure LE is working very hard on this' and 'we aren't LE' and 'we don't know what LE knows' and '"LE isn't giving much info because they don't want to damage the integrity of the investigation'. All the usual lines about how...

Another idea here... I know of one situation at another SoCal state park from some years ago in which a state park vendor whose contract wasn't renewed took it upon himself to make the park miserable. Filed all sorts of spurious complaints, campaigned with petitions, etc. It dragged on for...

Re: plinking This morning, I was out riding my horse (rural area, not in California) and someone was plinking over at a neighboring farm. I could here the pop of the pellets and the clink of the target. (FWIW, it sounded like he was using a target trap - I should add that I shoot competition...

But if you were involved in illegal activity in the vicinity of the park and were trying to protect your business concerns, why would you wander down to the very public campsite to shoot from close range (20 feet) into a random car camper's vehicle? Doesn't make much sense, IMO.

Yes, it's possible there would only be an entry wound. This would indicate a lower-velocity bullet. But an entry wound would show blood and possibly other tissue (bone, brain, etc.) I do know of cases where GSWs to the head were missed on scene but this is because there was other severe trauma...

The LASD gives the following info for public records requests: 14. I want to submit a Public Records Act Request (PRA) request, do you accept them here? Answer: All Public Records Act Requests must be submitted in writing to: Jim McDonnell, Sheriff 211 West Temple Street Los Angeles...

All of those things are possible. None would indicate much competence on the part of LE. In that part of LA County, EMS is provided by the LA County Fire Department. So this would be a fire/paramedic crew arriving onscene. An LAFD unit from the Malibu Canyon station (not sure what the specific...

I posted that link well upthread as I used to be an EMT in LA County. The first report I could find of the 'upper torso' came from Lt. Moore's statements to the media, a video of which was posted to Twitter at 11.26 am on 22 June. As an EMT, I can't see how you can declare someone dead from a...

KBUU did a longer piece on the shootings. The reporter goes into the park and asks people if they know about the incidents. Most know nothing at all. Sheriff's deal with 6 Malibu Cyn shootings, then a 10 1/2 month pause

Well, no. The idea is to shoot at something you can see. I guess if you had a laser sight or night vision or a good lighting system but then this isn't plinking. Seriously my friends, plinking is sitting outside and shooting at rubbish. If you go to the gun shop and ask for air pistol pellets...

'Plinking' is when you go out and shoot at beer cans and bottles and the like. IME in California, this was always with pellet/air guns. Plinking is usually repetitive pellet shots, not loud, certainly wouldn't wake you up from a distance. In other words, nothing like a shotgun firing a slug...

A friend was out at the park entrance today and said she didn't see any postings. There's also a notice up on the MCSP website: California State Parks issues statement on fatal shooting at Malibu Creek State Park Cell service is (very) spotty in the area so it would make sense to advise...

Exactly. Around here, there's a problem in the parks with vehicle break-ins in the parking lots. Smash a window, grab a purse, etc. No human confrontations or injuries. Local LE has put signs in every lot at every park warning about break-ins, where they've been reported and a tel number to...

Yes. Just as they're also in charge of the investigations of several of the other shootings. IIRC, two or three are under State Park jurisdiction.
